AECOM Sr Financial Budget Analyst in Washington, District Of Columbia

AECOM is actively seeking a Senior Financial Analyst to provide program management, technical, or business analyses of the NAVSEA SBIR/STTR Program and provide recommendations. Provide financial and accounting support to the NAVSEA SBIR/STTR Program and financial and accounting activities related to Congress, SBA, Navy, and NAVSEA SBIR/STTR contracting. Leads the execution of complex tasks related to NAVSEA SBIR/STTR contracting; budget planning; funding analyses; and funding, contracting, and budgeting issue resolution. Prepares and submits contracting and funding documents. Manages support for the Navy’s ERP System contracting actions. Performs more complex analytical and evaluative work requiring a comprehensive knowledge of (1) theory and principles; (2) financial and management organization, operations, and practices; (3) pertinent statutory or regulatory provisions; and (4) related basic economic, accounting, and legal principles. Assists the NAVSEA SBIR/STTR Program personnel and participants with financial tracking, budget formulation, execution, and overall financial support. Provides support for a variety of management activities including SBA, DoD, Navy, and NAVSEA initiatives, special projects, and data calls which could have substantial impacts on the NAVSEA SBIR/STTR Program.
The position will be located near the Washington Navy Yard.
MS/MA degree in a Business, Management or "Relevant Technical Discipline" AND 10+ years of experience or BS/BA AND 14+ years of experience may be substituted for the MS/MA.
At least four years of financial management experience, two of which must be within DoD or component-level SBIR/STTR Programs. Financial management experience should include financial analysis of business programs, development of cost estimates, program status reports, and knowledge of DoD Federal Management Regulations (FMRs), FARs, Planning, Programming, Budgeting, and Execution (PPBE) process, and two years of DoD or component-level SBIR/STTR procurement policies and procedures.
Good communications skills; requires operating application software including word-processing and spreadsheet programs.
Active government issued SECRET clearance, which requires US citizenship.
