Job Summary

AECOM is actively seeking a United States Army Environmental Project Manager specializing in National Environmental Policy Act (NEPA) compliance, natural resources management, and cultural resources management for the US Army, Army National Guard (ARNG), US Army Reserve (USAR), and US Army Corps of Engineers (USACE). The qualified candidate will be able to demonstrate at least 10 years of progressively responsible work in providing these services to or within the US Army, ARNG, USAR, USACE, as well as strong, positive relationships and reputation within this Federal sector and service area(s). The candidate will have managed small to large Federal environmental projects of varying size across an array of geographies, and have demonstrated acumen for project management; scope, schedule, and budget control. The qualified candidate will have excellent and current connectivity to major AECOM Army-related customers within this arena.

The primary work location is within Washington DC. The successful applicant will join a network of existing AECOM NEPA and Impact Assessment and Permitting (IAP) specialists across the US, and will have the resources of more than 3,500 regional staff available to assist in project delivery.

This is a part-time variable position, meaning work days and times will be determined on an as-needed basis.

The responsibilities of this position include, but are not limited to:

  • Through existing experience, knowledge, and relationships, better enable AECOM to develop and implement a successful IAP marketing and capture strategy with key Army customers

  • Develops, manages, and delivers NEPA, natural resources, and cultural resources consulting services services to the US Army (and other Federal customers)

  • Engages specific and established experience in providing NEPA and related consulting services to the US Army in multiple locations, including CONUS and OCONUS Proposed Actions and associated analyses

  • Manages and performs consulting projects to scope, schedule, and budget, learning and applying AECOM’s project management systems and software

  • Coordinates, manages, and directs project field and data collection efforts (e.g., cultural resources, natural resources, wetlands)

  • Develops, manages, and delivers business strategy and tactics, high-quality proposals, interdisciplinary teams, and documents and report deliverables

  • Performs client visits and field activities that require work outside the office and overnight travel

Minimum Requirements

  • Bachelor’s degree in environmental science, environmental engineering, biology, ecology, natural resources, wetlands management, geology, or an earth science-related field

  • 10+ years of experience in related field, preferably NEPA consulting to the US Army and other Federal clients

  • Specific and established experience in providing NEPA consulting services to the US Army in multiple locations

  • High degree of self-motivation and the ability to work independently with limited supervision, as well as in a collaborative team environment

  • Demonstrated ability to manage projects and teams to scope, schedule, and budget

  • Excellent communication skills, including both oral and written (writing sample requested)

  • Solid report writing and organizational skills

  • Strong working knowledge of word-processing and integrated software applications, including MS Word, Excel, and Power Point

  • Organizational management skills and ability to perform detail-oriented work are required

  • Position requires some travel

  • Self-motivated, driven, and hard working

  • Existing, mature, and tested Client relationships preferred; as is an ability to generate new work for the Team, Office, and Region

  • Experience working in a fast-paced consulting environment

  • Strong experience with NEPA (and Natural/Cultural Resources Management), including ability to manage projects, interdisciplinary teams, and workload, as well as interface successfully with Clients

  • Demonstrated ability to market and win work successfully and effectively

  • Excellent and relevant references

  • Due to the nature of this work, U.S. citizenship is required

Preferred Qualifications

  • Master’s degree in relevant field

  • 15+ years of industry experience

  • Professional certification(s) (e.g., AICP, CEP, PMP, CWB, PWS, PE, etc.)

  • Advanced writing skills

  • Project management experience

  • Proposal management experience

  • Established relationships with the US Army, ARNG, USAR, USACE, and other Federal customers

  • Ability to assist in the development a successful Federal Environmental Planning market practice, resourced for delivery by existing AECOM assets

  • Prior military experience (US Army) is preferred

  • Active Secret or Top Secret security clearance is preferred

  • Knowledge of GIS and MSProject preferred
