Review project controls requirements of RFP/opportunity. Provide project controls support for complex proposals, manage project controls deliverables for proposal effort.
Lead planning effort for project controls requirements, including development of customized Cost/schedule control plans/solutions to provide Project Management and other project team and management with appropriate tools for project cost and schedule control.
Has experience with various contract, and project delivery types. Supports PM in managing contract review process for new contracts, modifications and job closures.
Ability to identify, elevate and develop risk mitigation approaches specific to project and contracts
Understands scope and reviews scope definition documents and support PM with development of complex Work breakdown structure development, interfacing with Procurement, Engineering, Subcontractors and Finance to support proper job setup for cost and schedule development, progress tracking, risk analysis, client billing.
Has developed a project controls execution plan, which may involve leading a team of qualified project controls staff.
May function in a Project Controls Manager on a project. In this capacity,
directs and controls all of the project controls activities.
Develop and implement performance measurement and earned value plan, for complex projects, and manage updates during execution.
Understand contractual invoicing requirements.
Manage Integration of cost and schedule data/baseline with company’s enterprise system, to facilitate Projects financial goals, or oversee this effort.
Identifies cost (and scheduled as needed) variances, investigates root cause and develop/execute correction action plan, as discussed with PM and Project team.
Maintain the planning/scheduling updates, applying engineering, procurement and construction terminology, concepts and relationships. Develop and maintain critical path logic networks and bar charts.
Measure progress and review performance trends. Exposure to progressive performance data and associated concepts and principals.
Proficiency with company’s financial systems, processes and procedures such as segmentation, work at risk and revenue recognition requirements and processes and be able to align with project status and assist in analyzing and using financial data to identify key project issues.
Manage project close out process on behalf of PM for various aspects of project. Assure project scope and all contractual deliverables have been met, discuss with PM.
Relevant work in lieu of degree considered
12 – 15 years’ experience
- Bachelor’s degree in engineering, construction management, accounting, finance or other associated degree.
