AECOM Construction Manager (Japan) in Tokyo, Japan

Job Summary

Responsibilities

  • Deliver the client’s seismic requirements in Japan for Material Handling Equipment (MHE) integration into building construction.

  • Coordinate automated smart distribution platform building interface requirements with general contractor using Client’s drawings and User Requirements (UR’s) to ensure the requirements of the Client’s MHE are met proactively

  • Coordinate of site surveys to ensure that the building chambers are completed to the automated smart distribution platform requirements prior to the Client mobilizing their contractors on site

  • Site village set-up to accommodate the Client’s site team and subcontractors

  • Work with the business team to formulate the capital installation budget of MHE hardware (£10M to £30M).

  • Skilled in tendering and negotiating $ 10M+ incorporating high labour content, technical difficulty against a challenging budget target

  • Ability to understand and work with lawyers contracts to Central Council for Construction Business model contracts (CCMC) or Private Associations of Architects and Contractors model from (PAMF) legal construction standards, having an understanding of legal tools to mitigate risk (e.g. bonds, LD’s payment terms).

  • Deliver installation against the budget and schedule. Formally presents variations, mitigations to the business at regular intervals

  • Required to present and summarise technical issues and commercial options to senior managers for escalations and decisions.

  • Understanding of national/local legislation for construction/engineering compliance. Ability to negotiate with local authority to get sign off or convert UK spec machine to Japan compliant machine

  • Competent to plan, design and manage construction site in Japan. This person will be responsible for the Client’s construction safety on site.

  • Leadership & management of a group of 5+ Professional Engineering Managers, 20 suppliers and a site presence up to 200 people on site for 10-15 months on a construction site anywhere in Japan and will be the most senior engineer on site (possibly construction duty holder for the Client),

  • Plan and schedule with multiple stakeholders and their dependencies (each consisting of 100’s of lines), recut plans given last minute road blocks and still make go live dates. Ability to track or shadow clients plan and anticipate issues.

  • Develop a build plan for all phases of the project concentrating on build-ability and access for all phases of the project

  • Manage and specify the fabrication of a large number (1000’s) of fabricated parts to a repeatable quality standard.

  • Define Safe System of Work (SSOW)on construction site employing best of the Client’s Engineering standards, needs of the general contractor and to local regulations e.g. working at height, LOTO etc.

  • Responsible for MHE risk identification, mitigation and documentation. This requires anticipating engineering challenges and the need to manage and consult mitigations/issues (e.g. Prototypes, Engineering compliance etc.)

  • Ability to install, commission and fault find of MHE against challenging budgets, whilst delivering machines that operates correctly first time.

Requirements

  • Bachelor Degree in Construction Management, Architecture, Engineering or equivalent

  • 15 years of relevant working experience, with leadership management

  • Japanese and English speaking

  • Candidates with certificates in site/work safety management is preferred

  • Working Location: Chiba, Japan
