Job Summary

Job Purpose

Under the direct supervision of the Building Services Engineer (BSE), to distribute the duties of the BSE in relation to full-time site supervision and inspection of all building services installation works and to ensure compliance with HKHS’s requirements and quality standards.

Responsibilities:

  • As the employee of the BSE and as a member of the full-time site supervisory team responsible for the supervision of the Contractors’ building services installations and building services related works.

  • Report to and advise the BSE and the HKHS’s Project Superintendents/Coordinators on all building services related issues including the quality and progress of the works.

  • As the BSE’s representative on site, ensure that the Contractors’ building services installations and building services related works are in compliance with contractual and statutory requirements.

Duties

  • Assist in the vetting of Contractors’ submissions which include shop drawings, samples of materials, technical submissions of equipment, combined services drawings (CSD), combined builder’s works drawings (CBWD) and Building Information Model (BIM), etc.;

  • Inspection Works in Modular Integrated Construction(MiC) factory either in Hong Kong or Mainland China

  • Implement and monitor the HKHS’s integrated quality assurance system, site safety and environmental systems on site.

  • Ensure that the quality and workmanship of all building services installation works executed by the Contractors are in compliance with the relevant specification requirements, trade practices.

  • Ensure that materials and equipment delivered to site are approved products and that their installations are in accordance with the relevant specifications and manufacturers’ recommendations;

  • Co-ordinate and liaise with Contractors, public utility companies and government departments regarding statutory inspection and on-site installation of lead-in services;

  • Assist to verify and evaluate progress payment applications submitted by Contractors and witness site measurements for claims relating to variation works;

  • Prepare list of defects and outstanding works and re-inspection schedule

  • Attend Site Progress Meetings, E/M Coordination Meetings, QA/QC Meetings, Defects Rectification Meetings and any other necessary meetings.

  • Attend statutory inspections and tests in respect of building services installations and to ensure that all site works are effectively and efficiently executed;

  • Carry out site surveys or ad-hoc investigations on completed building services installations for possible alterations, additions, improvements and rectifications and to prepare the relevant work proposals if required;

  • Monitor and ensure smooth co-ordination between Contractors (including the Main Contractor and all Building Services Contractors) on all building services installations;

  • Liaise with the Clerks-of-Works and Resident Structural Engineer on site matters relating to building services installations;

  • Prepare and submit bi-weekly site reports for building services installations highlighting the following major items:-

  1. progress of work

  2. submission status of drawings, materials and equipment

  3. quality of works and standard of workmanship

  4. outstanding items hindering project progress and programme such as delay in builder’s works, utility works, arrival of materials on site, etc.;

  • Inform the BSE of any deviations of the works from specification requirements, sub-standard workmanship or other works or practices of non-conformity with contractual requirements;

  • Liaise with Contractors to resolve technical and installation problems on site relating to building services installations or building services related works;

  • Attend the testing and commissioning of completed building services installations and building services related works, handing over of commissioned installations to the HKHS or other concerned parties, process complaints and supervise the rectification of defects during the Defects Liability Period;

  • Attend and assist in-service training;

  • Direct and supervise all sub-ordinates assigned to the BSI to carry out daily site supervision of building services installations or building services related works;

  • Maintain an effective, neat, orderly, and readily accessible filing system for all correspondence, contract documents, construction drawings and BD approved drawings.

  • Prepare clear and proper records in writing of all events relating to the building services installations or building services related works, including date, venue, time, direct and indirect communication with any owners/purchasers/tenants of any units/shops/GIC, incorporated owners, or any external parties including government authorities/adjacent owners/public/district board members/councillors/utility companies who have made any complaints on the project during construction or at the Defects Liability Period (DLP). Safe-keep and hand over this information to the BSE and the HKHS’s Project Superintendents/ Coordinators as soon as possible.

  • Carry out additional duties as required by the BSE.

  • Keep records of daily site inspection activities with details to the satisfaction of the BSE.

Minimum Requirements

Qualifications

  • A Diploma or Higher Certificate in Building Services Engineering or Electrical Engineering or Mechanical Engineering from the Hong Kong Polytechnic / Hong Kong Polytechnic University / Hong Kong Technical College / Hong Kong Technical Institute / Hong Kong Institute of Vocational Education, or equivalent.

  • Met the language proficiency requirements of Level 2

  • or above in English Language and Chinese Language in Hong Kong Certificate of Education Examination (HKCEE) / Hong Kong Diploma of Secondary Education Examination (HKDSEE), or equivalent.

[Note

  • Grade E in Chinese Language and English Language (Syllabus B) in previous HKCEE are accepted administratively as comparable to Level 2 in Chinese Language and English Language in the 2007 HKCEE and henceforth.]

  • 8 years’ relevant experience including 4 years’ working experience in the capacity of Assistant Building Services Inspector, or equivalent.

The successful candidate is expected to commence work in Q4 2021.
