AECOM Resident Building Services Engineer in Shatin, N.T., Hong Kong

Job Summary

Duties and Responsibilities List of the Resident Building Services Engineer Seconded from the Building Services Designer

The Building Services Designer shall second a full-time Resident Building Services Engineer (RBSE) on site to provide supervision of the building services and electrical and mechanical works. The Resident Building Services Engineer shall be a Registered Professional Engineer in Hong Kong under the Engineers Registration Ordinance and a corporate member of the Hong Kong Institution of Engineers (HKIE) in the Building Services Engineering or Electrical Engineering or Mechanical Engineering Discipline, or other professional institution acceptable by the Client, with at least 5 years' relevant post-professional qualification experience (i.e. corporate member of the HKIE – Building Services Engineering or Electrical Engineering or Mechanical Engineering Discipline or other professional institution acceptable by the Client) in the supervision and coordination of construction projects. The RBSE should be full time on site starting from 6 months before the commencement of the superstructure works until the defects date.

The RBSE shall follow the instruction from the Project Manager (PM) or its delegates. The responsibilities of RBSE shall mainly focus on quality control and to resolve issues between design and site works of building services and E&M installations, and follow the accepted Site Supervision Plan of the Site Supervisory Team. The duties and responsibilities of the RBSE shall include, but not limited to, the followings: -

  • to oversee, inspect, test and examine the materials used, the workmanship, the installation method and procedure employed by the Contractor for all building services and E&M works (or named as BS works), including works manufactured / fabricated off site with the assistance of the site supervisory staff;

  • to check and ensure the materials used and workmanship employed by the Contractor for all building services and E&M works are in compliance with the Client's Requirements (CR), specification, drawings, approved design and construction procedures and testing and commissioning procedures;

  • to identify defective or substandard building services and E&M works, materials and workmanship which do not comply with the CR, specifications, drawings, accepted design construction procedures and testing and commissioning procedures, and to co-ordinate and witness the performance of appropriate tests and remedial works on the defective or substandard building services and E&M works;

  • to communicate among the Designers, the Contractor, user departments, the Project Manager and its delegates the site technical staff, the Building Services Co-ordinator(s), the Testing and Commissioning Team and the BS Designer, etc on building services and E&M related matters, in connection with the Site Agent on builder's work and RSS on other disciplines;

  • to resolve and report design or installation problems or site difficulties in building services and E&M works on site arising from unforeseen circumstances;

  • to communicate with the representatives of the PM and to submit monthly report to the PM on progress and quality of building services works and E&M works;

  • to report to the Project Manager and its delegates immediately any issues that affect time and quality of the works that need the special attention of the PM or the delegates of the PM together with any remedial solution proposed;

  • to ensure the building services and E&M works to progress with minimum disruption, and in cases of action involving variations to design, consult the BS Designer and report to the Project Manager or its delegates;

  • to participate in resolving any dispute arising from utility companies, building services and E&M subcontractors, other contractors, user departments and other government departments on issues relating to building services and E&M;

  • to forecast site supervision resources requirements for building services and E&M works and advise the PM on the appropriate planning and action plans to optimize utilization of the resources;

  • to monitor the co-ordination of building services and E&M works requirements in connection with builder's works, report on the consequential changes to the building services and E&M design, and produce sketch plans and working drawings and to resolve site problems with design solution;

  • to check, supervise and inspect all Temporary Works, interfacing works, existing building services and utilities termination, decommissioning and diversion works as required in this contract;

  • to attend regular and ad hoc meetings;

  • to assist the Project Manager or its delegates in the investigation, and prepare report on the acceptance or otherwise of the use of materials, installations and testing & commissioning works;

  • to assist in the monitoring and reporting of the performance of the building services and E&M Specialist Subcontractors in relation to all aspects involved in Chapter 4 of the Contractor Management Handbook;

  • to provide input to the preparation of the Quality Plan, that is submitted by the Contractor to substantiate the fulfillment of Enhanced Quality Supervision and Assurance Plan for building services works, for site supervision and inspection;

  • to undertake any other duties in connection with the site construction activities as and when required by the Project Manager and its delegates;

  • to properly record and maintain all relevant correspondences for compliance of ISO 9001, ISO 14001, OHSAS 18001 per all ArchSD's internal manuals and other government audit standards; and

  • to report any incidents/ reportable accidents on site to the PM as per ArchSD and DEVB's requirements
