Job Description

AECOM is seeking a Ministerial Permitting Manager to be a key member of an exciting and transformative new program that AECOM is leading for a major Southern California utility client involving undergrounding of electrical infrastructure. We are seeking an experienced and motivated candidate to take on this career-defining opportunity. As part of this important role, you will oversee a small team of ministerial permitting specialists responsible for developing permitting strategies, and preparing and submitting documentation for required permits, right of ways, easements, and land use for large scale infrastructure projects. The position is located in San Diego, California.

The successful candidate will have:

  • Experience obtaining and managing ministerial permits for large, complex, linear projects in multiple locations.

  • Understanding of critical path issues associated with permitting for large and complex construction projects covering multiple jurisdictions.

  • Strong interpersonal, organizational, creative problem-solving, collaboration and leadership skills.

  • Demonstrated success obtaining permits and authorizations from San Diego County and/or Caltrans.

Key responsibilities include:

  • Plan and manage complex permitting strategies, including development of permit efficiencies for repeat permit attainment.

  • Collaborate successfully with a larger team focused on design and environment; collaborate to obtain permits in timely fashion.

  • Coordinate with project managers to ensure engineering plans meet requirements of agencies.

  • Oversee preparation of permit application packages that meet the requirements of local governments and jurisdictions, governing agencies or any other relevant entities, including developing and implementing strategies for streamlining permit authorizations.

  • Serve as subject matter expert on matters related to local municipal codes.

  • Inform other internal functional groups about requirements and regulations of government entities and municipalities to assist with compliance with general conditions of approvals at permit and construction stages of the project, and to meet project timelines.

  • Participate as a key contributor in project and team meetings.

  • Manage internal and external reporting.

Qualifications

Minimum Qualifications:

  • Bachelor's degree in engineering, Business Administration, Law, Environmental Science, Land Use Planning, or another relevant field.

  • 6 years of relevant experience or demonstrated equivalency of experience and/or education in acquiring land use permits, site acquisitions and permitting projects for utility or related industry.

Preferred Qualifications:

  • 10+ years of relevant experience

  • Previous supervisory experience is preferred.

  • Strong people skills/soft skills and presentation and negotiation skills.

  • Must be resourceful, flexible and maintain the ability to react and respond quickly with a focus on accuracy.

  • Project and client management experience including management of multiple projects of significant scope and complexity.

  • Master’s degree in technical or business discipline

  • Ability to thrive in quickly changing environment and manage multiple priorities simultaneously.

  • Sponsorship is not available for this role.

  • Offered rate of compensation (California locations only) will be based on individual education, qualifications, experience, and work location. The salary range for this position is $80,000.00 - $120,000.00.
