AECOM Regional SH&E Manager - KSA in Riyadh, Saudi Arabia

Job Summary

As Regional SH&E Manager – KSA, the candidate will be responsible for leading SH&E and Security in the Kingdom of Saudi Arabia (KSA). This will require engaging with employees at all levels and working directly with the KSA management team and projects to ensure proper implementation of AECOM’s global SH&E management system.

Job Duties

  1. Provide technical SH&E support to the KSA business around incident management/investigation and workers compensation and ensure that KSA operations are compliant with the various applicable SH&E legislation across locations it operates.

  2. Develop and maintain an audit and inspection program to ensure compliance to AECOM and ISO 14001/45001 requirements.

  3. Manage current SH&E team (includes Joint venture personnel and subconsultants where required) across remote locations including Performance and Rewards process, resourcing and hiring of any new KSA SH&E staff.

  4. Influence leadership within KSA to ensure ongoing commitment to the Safety for Life program e.g., Core Value Metrics (CVM) and other established objectives, to align expectations on focus of all KSA region SH&E staff and to ensure the various SH&E needs of Business Lines are met.

  5. Ensure regular monthly calls with KSA SH&E team so they are aware of wider MEA/Global SH&E initiatives, to track progress against local initiatives and ensure key lessons learned are shared with the wider team.

  6. Ensure any KSA specific SH&E procedures, forms, templates etc. remain current.

  7. Work with the business to set consistent annual performance targets for the CVM, including development of a suitable core training program. Where needed implement regional initiatives and training to ensure performance is met.

  8. Manage KSA data quality associated with monthly reporting e.g., MBR. This includes management of Industry Safe and Lifeguard systems for quality control and timely closure of incidents, observations and any associated corrective actions.

  9. Prepare material for the monthly KSA executive meetings as needed.

  10. Chair quarterly KSA SLT as the key vehicle to brief KSA Chief Executive and other members of the executive team on current SH&E issues and compliance with general and local requirements

  11. Facilitate implementation of MEA SH&E transformation plan initiatives relevant to KSA.

  12. Ensure investigations are performed for any recordable, or high potential, incidents and facilitate an executive incident review with MEA and KSA leadership.

  13. Assist with key KSA pursuits where SH&E support is required and work with KSA Business Line leads to ensure they understand AECOM’s SH&E systems, capabilities, and available support at a project level.

  14. Ensure external certifications e.g.. ISO 45001 and other relevant certifications are maintained for the KSA business, including completion of internal systems audits and participating in external audits.

  15. Provide technical support to key projects around review of project level SH&E documentation, including where needed client/contractor’s systems, and where required complete site visits and provide reports on key outcomes and any corrective actions. The SH&E regional manager is required to assist project teams in start-up of key projects to ensure proper SH&E management system implementation.

  16. The candidate will be required to travel frequently to sites to perform internal SH&E audits and inspections as required by project teams or corporate initiatives.

  17. Look for opportunities to promote AECOM SH&E program and culture though industry events, joint audits with client/contractor SH&E team and presentations to clients.

  18. Role is an active member of the KSA Regional Operations Group and KSA Organization Resilience Committee.

  19. Act as an advisor to Office Safeguard committees to ensure successful operation and long term sustainability of this initiative.

  20. The candidate will be adept and skilled in establishing and maintaining client relationships.

Minimum Requirements

Specific Skills Required

  • OHSAS 18001 or ISO 45001 Lead auditor desired.

  • Must have an in-depth knowledge of SH&E plans formation, emergency evacuation plans, resilience/security management as it applies to engineering consultancy/construction environments.

  • Writing and English-speaking skills are required.


  • The successful candidate shall meet the following requirements unless otherwise indicated,

  • Working at a suitable management level within SH&E at an engineering consultancy/construction contractor.

  • Commercial acumen and project management skills.

  • Proven ability to influence and engage with colleagues at all levels.

  • Minimum of twenty (20) years relevant experience working in engineering consultancy/construction environment. A combination of projects and corporate management is highly desirable.

  • KSA experience is highly desired. Middle East (GCC) experience is accepted.

  • Must have a minimum of 4-year university degree or recognized equivalent in SH&E, engineering or related field and must have been earned from a recognized and accredited university.
