Job Summary

SUMMARY:

Reports to the Training and Procedures Manager and is fully responsible for all execution activities for Plant Management procedures development and maintenance. Responsible for: implementing and maintaining the Plant Management procedure process and plant operating procedures to support safe and compliant operations of systems and facilities. Establishes/manages the Plant Management procedures budget, maintains ownership, and ensures execution within approved baseline. Ensures work executed by Procedures staff is in accordance with Plant Management and other applicable project procedures in accordance with policies and all applicable laws, regulations, Contract, Authorization Basis, and technical requirements.

This position shall be performed under the day-to-day direction, control and supervision of WTCC.

MAJOR RESPONSIBILITIES/DUTIES/TASKS

  • Managing and administering procedure process activities including:

  • Developing procedures - component noun naming, procedure requirements identification, procedure design, procedure development, quality verification, procedure review and approval process

  • Revising procedures - review and incorporate revisions due to: program changes, design changes, lessons learned, operating experience

  • Developing and revising operating procedures, alarm response procedures, maintenance procedures, TSR surveillance procedures, abnormal operating procedures, and emergency operating procedures

  • Developing and revising analytical procedures and instrument operating procedures (Lab only)

  • Ensuring that personnel responsible for the commissioning of the facilities have complete, technically accurate procedures to operate the facility in a safe and efficient manner

  • Coordinating communication among support groups and the area facilities to ensure optimum support of completing commissioning phase operations procedures scope

  • Performing observations and assessments to ensure activities are safely and correctly conducted

  • Transitioning Plant Operations Procedures personnel, programs, and facilities to the future WTP Operating Contractor at completion of WTP Contract scope

  • Developing and maintaining administrative procedures that establish guidance for plant conduct of operations

  • Reviewing of modifications and design changes which affect operations procedures for turned over systems, facilities, or areas

  • Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment

SUPERVISORY RESPONSIBILITIES

  • Managing the plant operations procedure functions and personnel

  • Ensuring that directions provided by Plant Operations Manager are successfully planned and executed by Plant Operations Procedures organization

  • Staffing and qualifying of the Plant Operations Procedures organization to ensure readiness to operate the WTP facilities and successful completion of the Operational Readiness Reviews in accordance with project schedule

  • Establishing of performance standards and adherence to the standards for procedures personnel

  • Cost and schedule performance for Plant Operations Procedures scope

  • Sponsoring a strong nuclear safety and quality culture within Plant Operations Procedure organization

AECOM has joined with Bechtel to create an LLC, known as the Waste Treatment Completion Company (WTCC) to construct, start-up and commission the world’s largest radioactive-waste treatment plant for the U.S. Department of Energy (DOE) in southeastern Washington state. The project will use vitrification technology to process and stabilize 53 million gallons of radioactive and chemical waste currently stored at the Hanford Site which is a byproduct of plutonium-production during World War II and the Cold War era.

The project is the largest undertaking of its kind ever and one of DOE’s most technically challenging cleanup projects—equivalent to building two nuclear power plants. Its construction site spans 65 acres and includes facilities for pretreatment, low-activity waste vitrification, and high-level waste vitrification, as well as an analytical laboratory.

Minimum Requirements

REQUIREMENTS/SPECIFICATIONS

Education/ Experience:

Bachelor’s degree in engineering, nuclear technology, or a related science; and a minimum of 6 years of nuclear plant operations experience, including nuclear plant operations procedure writing, and procedures management,

Or

Completion of 80 semester credit hours in technical subjects related to the position such as nuclear technology, engineering, or a related science; and a minimum of 10 years of nuclear plant operations experience, including nuclear plant operations procedure writing, and procedures management,

Or

12 years of nuclear plant operations experience, including nuclear plant operations procedure writing, and procedures management.

This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m.
