Position Title Project Controls Analyst

MAJOR RESPONSIBILITIES / DUTIES / TASKS
Perform all work safely and with the utmost concern for the safety of self and other employees.
Perform all work in compliance with environmental permits and regulations.
May be required to work overtime or varying hours.
Be at work when scheduled and maintain a good attendance record.
Work in close proximity to and or in a chemical demilitarization facility.
Participate in analyzing and using financial data to identify key project issues.
Assist in assembling data for trending and forecasting.
Prepare analysis of progress trends and cost impact.
May participate in reviewing and approving contractor invoices.
Evaluate manpower, man-hour, and labor cost requirements versus budget limitations including preparation of variance analysis.
Compare actual cost to funding limitations.
Review purchase order and subcontract commitments and expenditures.
Create and assist with cost/schedule baseline budgets.
Exposure to scheduling process concepts and principles.
Exposure to performance management and cost/schedule integration concepts and principles.
Prepare and assist in various levels of project reporting.
Participate in and may lead project cost review meetings.
Assist in procedure development and implementation.
May assist in leading junior staff through assignment tasks.
Participate in tracking action items.
Prepare revised cost forecast for select accounts.
Prepare expenditure forecasts to identify cricial points in project funding.
Maintain tracking database to ensure subcontractor funding is aligned with work authorization and expenditures.
Involved in tracking system to ensure project management is fully aware of detailed change order status.
Conduct or assist in performance measurement and associated cost trending.
Prepare Variance Analysis Reports (VARs).
Compile adjustments to Estimates to Complete (ETCs).
Assist in work package development including schedules, Basis of Estimate (BOE) and Work Authorization Document (WAD).
Assist in budget and staffing development.
Prepare Baseline Change Authorizations (BCAs).
Assist in the preparation and analysis of Contract Performance Reports (CPRs).
Develop, update, status and analyze the Performance Measurement Baseline (PMB).
Provide Project Controls support to Cost Account Managers (CAMs) and Leads in the form of reports, graphics, and charts.
Perform complex aspects of Project Controls that require the selection and modification of Project Controls techniques and procedures.
Must be able to interpret complex information and disseminate in an understandable manner.

- Bachelor degree in engineering, construction or business, and 5 years experience in cost control
- Associate degree in engineering, construction or business, and 9 years experience in cost control
- High school diploma/equivalent and 13 years experience in cost control
Must be a US or naturalized citizen able to obtain and maintain PCAPP site access
Must be computer literate in common software applications and able to operate general office equipment
Demonstrated ability to develop, implement, and maintain effective cost control programs
Able to use cost proposals to establish project baseline data
Knowledge of accounting principles with extensive understanding of the manner in which the company establishes and documents the financial position
Understands the manner in which profits on projects are budgeted and the extent to which the budget value is achieved
Working knowledge of scope control and change management.
Working knowledge with scheduling concepts and cost/schedule integration
Working knowledge of company financial systems and processes
Skilled in use of company cornerstone systems and able to represent cost data formats necessary to control the project
Perform analysis of financial data and recognize impacts of project actions on budgets
Have some expertise in the company sanctioned project control applications and systems
Have knowledge of earned value methodology
Experience with program logs (Undistributed Budget, Contract Budget Base, Management Reserve, Corrective Action).
Experience with WBS Dictionary and WBS Index documentation.
