Our South West & Wales Development Transportation team has a successful work portfolio and an ever-growing client base, and as a result, has a vacancy for a Senior or Principal level Transport Consultant with experience of development transport planning. AECOM are currently expanding their successful team in this region and have a need for an ambitious and competent Consultant to join the Cardiff office, although the placement within the region as a whole could be considered for the right candidate. We are looking to enhance and grow our teams with individuals with a strong technical background that share our enthusiasm and determination to support our expanding workload.

Our Development teams work with private and public sector clients, architects, planners and other property professionals across all sectors throughout the development life cycle; providing services from site feasibility through to completion. We undertake Transport Assessments, Travel Plans, support our Environmental colleagues in preparing Environmental Impact Assessments, and provide key transport inputs to the development of Travel Demand Management Strategies, Preliminary and Detailed Designs and Spatial and Master Planning.

The right candidate will be proficient in using and analysing data from the various Transportation software packages and be able to produce high-quality reports including transport strategies, feasibility reports, transport assessments, transport statements and travel plans. The candidate will have experience of managing projects and delivering to quality, time and budget demands. They will be expected to supervise and mentor junior staff. They will be a good communicator and able to work closely with private and public sector clients as well as multi-disciplinary teams, we would expect the candidate to be client-facing, and able to lead engagement with consultees including Highways Authorities and the public. The role would suit a self-motivated individual looking to advance their career in a dynamic team.

The Portfolio

The Cardiff office has an established track record of successfully delivering transport and highways schemes across the UK and Internationally. Our City Centre office, adjacent the railway station and Central Square, has multi-disciplinary capability offer enabling staff to get involved in a wide range of exciting projects.

Our current portfolio of works comprises a diverse mix of local, national and international development transport and highways projects. Our work has included key clients in the residential, renewable energy and education sectors. This provides our staff with a variety of exciting projects to deliver.

A selection of our current and recent Cardiff-based projects include:

  • Cardiff Central Square, including BBC HQ and Interchange

  • Event Planning for Champions League Final 2017, and multiple local events.

  • A programme of school projects in Local Authorities across South Wales

  • Numerous appraisals, transport assessments and travel plans for mixed-use, retail, commercial, educational and residential developments.

  • Travel planning advice for universities, hospital trusts and developers.

  • Strategic land use appraisals and strategic masterplanning advice for developers, local authorities and government agencies on key strategic development schemes.

  • Provision of technical support to Local Authorities from the office and as part of secondment team working.

  • Transport for Wales Framework – a range of projects across transport planning and engineering disciplines, providing a secure forward workload and wider opportunities.

Our South West Region includes offices in Bristol, Exeter and Plymouth , working together on a range of projects and Clients. A selection of key projects across the wider region includes:

  • Local Plan Transport support to a range of Authorities, including North Somerset, Stroud and B&NES

  • Langarth Garden Village, Truro, a 3,500 home mixed-use development.

  • Brabazon Arena, Transport Strategy and Business Casework.

  • Mixed Use City Centre Regeneration, including Kings Quarter & Bus Station, Gloucester and Pydar Street, Truro.

  • Transport Assessment, Strategy, masterplanning and Travel Planning for University Clients, including Bournemouth, Exeter, and Bristol.

  • Healthcare work for numerous NHS Trusts in the South West.

Job responsibilities:

  • Providing support to Directors on technical, managerial and financial matters;

  • Taking a leading role in the delivery of Transport Assessments, Transport Statements, Travel Plans, Masterplans and other technical reports to support the development or transport strategies for local authority clients.

  • Supervising work carried out by other members of the Development Planning team, ensuring that it is to the appropriate technical standard and is delivered to programme;

  • Support the team leader in managing and mentoring junior staff in terms of their professional and vocational development;

  • Preparing fee proposals for new projects and working with the Team Leader and Project Management Assistant to ensure projects are delivered to budget and that KPIs are met;

  • Being a point of contact for clients, architects, planners and other professionals throughout projects, building quality long term relationships; and

  • Representing the client and AECOM at meetings, and in negotiation with, Local Authorities and other regulatory bodies.

Minimum Requirements

  • An excellent understanding, and proven experience in the field, of Development Planning;

  • Experience of understanding client briefs, developing fee proposals and the effective delivery of project work;

  • A highly motivated individual with excellent communication skills and ideally a member of a relevant professional body.

  • A solid track record of having worked on a variety of transportation planning projects, possibly as a project leader on some, with experience of dealing directly with clients and local authorities. Strong communication skills able to liaise with local authority and government officers

  • Excellent interpersonal and communication skills and an ability to communicate and present confidently including in public forums;

  • Good presentation and technical writing skills are required, and you should be able to demonstrate a sound working competence in the use of MS Office products (including Excel and Word);

  • Experience in the preparation of development related Transport Assessments, Travel Plans and Access Studies, with some wider experience in technical design and master planning;

  • Experience of industry-standard junction capacity assessment applications such as Junctions 9 and LINSIG, preferably including experience of larger network modelling;

  • Ability to work effectively in an unsupervised environment as well as to provide the lead and direction within a project team;

  • Have a sound commercial awareness and demonstrate the importance of effective financial management;

  • Have experience of business development and managing client expectations; and,

  • An ability to demonstrate proven management techniques including project and resource management as well as the mentoring of junior staff.

Preferred Qualifications

  • A degree in an analytical subject such as engineering, geography, mathematics, economics or similar.

  • Membership of a relevant professional institution (CIHT, CILT, IHE, TPS, ICE).

  • A masters degree in a relevant subject is desirable but is not essential
