AECOM Project Manager PPP Advisory in Paris, France
France - Ile-de-France, Paris
AECOM PPP Advisory provides technical advisory services for sponsors, lenders and secondary market buyers of infrastructure assets developed under public-private partnerships and other project finance mechanisms (DBFM and DBFMO projects). Sectors covered by PPP Advisory include transport (roads, rail, airports etc.), social infrastructure (universities, sports facilities etc.). The projects we are involved in can be greenfield, brownfield or secondary transactions / M&A.
We are a team exclusively dedicated to the provision of consulting services starting during the transaction phase, continuing through the design and construction phase and ending during the operation & maintenance phase.
When working for the sponsors, we undertake technical due diligences of the assets. This includes residual life assessments and lifecycle analysis, reviewing and optimising operation and maintenance strategies, and developing CapEx, lifecycle costs and OpEx forecasts.
When working for Lenders, our job is to assess the capacity of the SPV to service its debt. Hence, our tasks include reviewing the Sponsors’ technical solutions (design, construction, operation and maintenance), construction schedules, CapEx, whole life cost and OpEx forecasts in order to assess residual risks after allocation to the various project parties. We also assess the adequacy, from a technical standpoint, of the security packages and of the contractual arrangements between the SPV and the main stakeholders. During the Construction and O&M phases, we comment on the projects’ performances and progress. This includes the validation of the milestones’ completion and related payments during construction; and the monitoring of key performance indicators during the O&M phase.
We provide our services globally, with a focus on Europe.
We are a small team composed mainly of engineers with legal and project finance capabilities. We are all self-motivated and curious about the technical and commercial aspects of the construction sector. We have a “seller-doer” state of mind and we value team work.
