Job Summary

Business:

  • Follow and enforce procurement related policies and procedures.

  • Develop advanced understanding of subcontracting terminology, measures, concepts, principles and strategies.

  • Foster relationships internally with stakeholders and externally with suppliers and other groups.

  • Present the subcontracting and procurement process to stakeholders in an effective manner.

  • Challenge the business when projects depart from basic procurement principles.

  • Identifies and implements improvement opportunities within own role and responsibilities.

  • Communicate effectively, resolve conflicts, solve problems and make efficient and effective supply management decisions.

Technical:

  • Identifies sources for required services and products, evaluates subcontractor capabilities and performance, selects qualified subcontractors based upon their ability to provide the required services, competitive pricing, acceptable terms, appropriate quality, and timely completion of the work.

  • Performs advanced level subcontracting functions in conformance with the requirements of the prime contract with the client.

  • Issues Requests for Proposals, evaluates subcontractor proposals, plans and conducts negotiations, prepares cost and price analyses, risk analyses, bid analysis summaries, and award recommendations that treat subcontractors fairly and ethically, protect the company's interests, and promote best value awards.

  • Awards, issues, and documents all agreements with subcontractors.

  • Monitors subcontractor performance, issues subcontract amendments, and manages the performance of subcontractors.

  • Resolves disputes with subcontractors and evaluates subcontractor performance.

  • Prepares, compiles, and maintains auditable records of the subcontracting process.

  • Maintains awareness of market conditions to determine future availability of services and pricing probability.

  • Plans, coordinates, and conducts negotiations with subcontractors.

  • Manages subcontracts to ensure timely completion, compliance with requirements and appropriateness of invoices.

  • Keeps management advised of significant subcontracting issues and potential problem areas.

  • Works with the Company subcontracting systems and processes.

  • Understands subcontracting and procurement terminology, concepts and principles for compiling bid proposals.

  • Utilizes schedules to meet subcontracting and procurement milestones.

  • Assists in preparing procurement and materials management reports. Demonstrates consistent, effective and efficient written and oral communications skills.

  • Expresses ideas, exercises sound judgment and effectively listens.

Minimum Requirements

  • Bachelor's Degree

  • 7+ years' experience

  • Due to the nature of the work, US Citizenship is required

  • Advanced understanding of subcontracting terminology, measures, concepts, principles and strategies

  • Advanced understanding of legal terminology related to procurement

  • Advanced competency to perform subcontracting and procurement management functions

Preferred Qualifications

  • C.P.M. (Certified Purchasing Manager) or CPSM (Certified Professional Supply Manager) certification would be a plus

  • 10+ years' experience a plus
