AECOM Civil/Utility Inspector in Oakland, California

Job Summary

AECOM is seeking for a Civil/Utility Inspector to be based in Oakland, California.

The Project consists of replacing the existing 6-inch metal condition and concreter cable trough with new fiberglass and precast troughs that carry the 34.5 kV electric cables between the Coliseum Station in Oakland and the Union City Station. Approximately half of the 14 miles is underneath Bart aerial structures and half is in precast cable troughs installed at the toe of the ballast. Work is done in multiple phases. There are two circuits that provide redundancy to the system. Work replaces one circuit at a time between substations which are located about every two miles. Essential that are 14 phases to the work. Bart only allows taking out one circuit at a time between adjacent substations. The aerial work can be performed principally during the day and normal work week. The at-grade is more challenging as much of the work need to be done during non-revenue hours (short night windows) or other opportunities where limited single tracking might be available. In general, this is much like a utility contract, install the conduits or cable trough pull the new cables, connect to existing or new transfer switches at each substation. Work would normally only be performed on dead circuits and not generally around any live electrical. Installation of the cable troughs at toe of ballast is challenging due to working around Bart activities on track and limited hours. Inspector would be the eyes and ears of the Resident Engineer. Inspector would spend almost all time in the field. A vehicle is provided the inspector to use as a mobile office.

Specific duties and responsibilities for the Inspector shall include, but not be limited to, the following:

  • Field engineering services overseeing on-going construction

  • Keeps and maintains daily reports documenting observations, labor, equipment, and issues;

  • Reviews approved contract submittals, contract specifications, and contract drawings, and field verify and document construction of approved materials and equipment per contract specifications and drawings

  • Takes and catalogues photographs of work in progress or problems encountered on the construction site

  • Collects, and maintains Force Account Records for additional work directed by the RE

  • Periodically examines Contractor QC and QA records to assure records are complete and current

  • Assists in the documentation of CN/CO, including justifications and estimates

  • May assist in the review of Claims and Potential Claims; Other tasks as directed by the RE.​​​​​​​

Minimum Requirements

  • HS + 8 YORE or demonstrated equivalency of experience and/or education

Preferred Qualifications

  • Possess related California certification

  • Previous experience with related Coliseum Station, Union Station or similar BART project work highly preferred

  • 10 years previous project experience with BART or similar California project work preferred.

Proven project experience and ability to perform following tasks:

  • Inspector’s Daily Reports (IDRs) and photos uploaded into WongCMS and signed daily

  • Pre-Construction survey

  • Safety briefings

  • Force Account sheets for CO

  • QC/QA Verifications of Material/Specifications/Drawings

  • Verification of quantities for monthly payment

  • Coordination with BART Maintenance

  • Unusual Occurrence Report

  • Act as EIC or District’s Representative if required

  • Testing records

  • Verify As-built drawings

  • Non-Conformance Reports

  • Completed Hazard Assessment Checklist for Construction Safety

  • Notes of field meetings with the Contractor

  • Access Authorization/Work Order form(s), 501 Book, Daily Monitor Activity Report (DMAR) and M&E Job Safety Briefing Record when performing EIC duties

  • Other deliverables as directed by the RE.
