Job Summary

AECOM is seeking a

Training Specialist II to support the Naval Information Forces (NAVIFOR), Naval Information Warfare Development Center (NIWDC), Electronic Warfare Mission Area Department in the

Norfolk-Suffolk, VA region.

The Training Specialist II will support the NIWDC’s mission to provide expertise, assistance, management support functions, and training for real time support to EW operational forces deployed worldwide.

Essential Responsibilities:

  1. Assist NIWDC with development of specialized EW related training courses.

  2. Identify gaps in EW skills and competencies across Fleet EW communities and deliver tailored training programs to address such gaps.

  3. Demonstrate competency in training administration and understanding of training portfolio management in support of Basic, Intermediate, and Advanced Level Fleet EW training.

  4. Development of Fleet training related to EW and operational assessment criteria through Warfare Tactics Instructor (WTI) courses, Independent Deployer Assessment Training (IDAT), and Train the Trainer events for fleet training agents.

  5. Assist in the conduct of operational assessments and intelligence reviews as appropriate in support of Navy Component Commander requirements and tasking.

  6. Conduct periodic review and provide recommended updates to Fleet EW and Spectrum training requirements.

  7. Conduct threat capabilities analysis in order to support Fleet tactics seminars, training symposiums, and Monthly In-port Training Exercises (MITE).

  8. Support NIWDC efforts to develop and manage EW and Spectrum requirements and capabilities documents to include the Electronic Warfare Integrated Prioritized Capabilities List (IPCL), EW Capability Area Assessment (CAA), NIWDC input to the OPNAV Program Objective Memorandum (POM), and documents supporting the Electronic Warfare Integration and Improvement Program (EWIIP).

  9. Provide analysis and evaluation of Joint and Service EW related requirements documents, instructions, and curriculum.

  10. Provide group facilitation and other knowledge transfer methods to amplify, highlight and advance Fleet EW and Spectrum training initiatives.

  11. Provide subject matter expertise and coordination with major Fleet training stakeholders to assess, analyze, and implement EW training improvements which align across the Optimized Fleet Response Plan (O-FRP), Fleet Synthetic Training initiatives, and Fleet training and certification events.

  12. Demonstrate strong knowledge of accepted Fleet standards in training processes, procedures, and training administration.

Minimum Requirements

Minimum Requirements:

  • Must have a Bachelor’s degree (or equivalent work experience).

  • At least 8 years’ experience providing technical expertise under the broad umbrella of the Electronic Warfare discipline

  • Knowledge and understanding of applicable technical concepts and practices.

  • Possess demonstrated experience in general doctrine and CONOP development, Joint and Navy concept development and experimentation, Navy or service equivalent C5I capabilities and warfighting areas.

  • Organization/planning/communication skills to support all facets of the NIWDC mission.

  • Proficient in the Microsoft Office suite (Word, Excel, PowerPoint).

  • Must be a U.S. citizen.

  • Must have an active Top Secret clearance with SCI eligibility.

Preferred Qualifications

Preferred Qualifications:

  • Experience working for a WDC and/or other Training Agent (TA), and experience as a Course Curriculum Model Manager (C2M2) is highly desired.

  • Prior designation as Navy Master Training Specialist or other Service equivalent.

  • Understanding of current technology, innovation, research, learning theory, and trends in the education field enables learning.

  • Excellent facilitation skills and experience in implementing new learning techniques and technologies, and a willingness to seize new opportunities for enhancing learning.

  • Demonstrated knowledge and experience in management of Navy or other Service operational unit level On the Job Training (OJT) programs.
