Job Summary

The Transportation Division of AECOM is actively seeking a creative, highly talented Field Contract Manager for immediate employment in the New York City, NY office.

Under the direction of the Assistant Director, Procurement, the Field Contract Manager will manage, coordinate and administer contract modifications in the field offices while assuring the timely negotiation and acceptance of change orders to both Construction contracts and Consultant agreements. The incumbent will manage the non-technical aspects of post-award contract administration and will have responsibility for new procurements utilizing various methods such as RFP, RFQ, and IFB.

Responsibilities include but are not limited to:

Manages, coordinates and administers contract modifications in the field offices for MTACC mega projects as required and assures the timely negotiation and acceptance of change orders to both construction contracts and consultant agreements

Reviews Notice of Proposed Change Orders (NPCO’s), estimates and cost proposals. Analyzes cost and price data, develops negotiation strategies and performs analysis justifying the reasonableness of the price

Reviews, approves and executes changes within the limits assigned by management

Manages the non-technical aspects of post award contract administration

Provides onsite procurement and contract expertise to projects, documents all actions taken under the contract

Calls to management’s immediate attention the failure of either party to comply with the provisions of the contract

Coordinates and administers data collection, retrieval, statistical evaluation, procurement scheduling and departmental reports. Develops, recommends and implements new procedures aided by new technology into the procurement process

Coordinates and manages the procurement effort in construction emergencies. Assists in determining the best action to resolve the emergency within the confines of the All-Agency Procurement Guidelines

Investigates contract problems and disputes, prepares recommendations and findings for management and legal review

Performs all duties necessary in the procurement area in order to assure the smooth and effective operations of the department

Minimum Requirements

  • BA/BS plus 2 years of experience or demonstrated equivalency of experience and/or education

  • Three years of experience in a job requiring independent thinking and judgment

  • Familiarity with construction cost analysis is required

  • Experience working with another Public Authority (or federal/state/city entity)

  • Knowledge of FTA procurement rules and regulations

  • Proficiency with MS Office including Excel, Word and PowerPoint is required

  • Strong negotiations, cost and price analysis skills

  • Strong interpersonal skills

  • Strong verbal and written communication skills

Preferred Qualifications

  • Bachelor's degree or equivalent is preferred

  • Experience working with MTA’s All-Agency Procurement Guidelines is a plus

  • Supervisory experience a plus

  • Construction field experience strongly preferred
