Job Summary

AECOM is actively seeking a highly talented Environmental Health and Safety Officer (EHSO). for immediate employment in the NYC Metro office for NYC’s Wastewater Resiliency Program. This $400M program is implementing upgrades to wastewater facilities across NYC’s five boroughs using a job-order-contracting approach for the New York Department of Environmental Protection (NYCDEP). The preferred candidate:

The Environmental Health and Safety Officer (EHSO), shall be responsible for managing and coordinating the EHS requirements at the project site(s).

Duties include but are not limited to:

Management of the CM SSO’s on multiple assignments.

Implementing the requirements of the CM’s EHS Management Plan (EHS MP) and Environmental Health and Safety Plan (EHASP)

Support the CM in preparation of JHAs in accordance with BEDC’s Standards;

Review all EHS related submittals by the Contractors, including, but not limited to, EHASPs, JHAs, monthly reports, asbestos/lead/mercury/PCB management and sampling plans, waste management plans, hazardous waste contingency plans, erosion and sediment control plans, and Stormwater pollution prevent plans to ensure comprehensive oversight of all site activities;

Facilitate weekly EHS meetings with the Contractor’s EHS Representative (“EHSR”), and other project management personnel as appropriate, to ascertain and discuss upcoming construction activity and EHS-related activities for the site to monitor that the

Contractor is adequately identifying and addressing the EHS risks and hazards of the work;

Perform and submit to ePMIS CM EHSO daily reports of the Contractors’ Work areas and document non-compliance with the construction contractor’s EHASPs and JHAs.;

Track and monitor the Contractor’s non-compliance with EHASP(s) and JHA(s);

Track and monitor all site EHSRs’ performance including, but not limited to, reviewing the EHSR’s daily reports and whether EHS issues are being adequately addressed;

Prepare monthly trending analysis of Contractor performance to proactively address Contractor’s non-conformance and to be used for Contractor’s EHS evaluations;

Prepare Contractor and EHS staff evaluations, conduct evaluation review meetings, and ensure evaluations are conducted semi-annually;

Notify DEP and report all “Observations”, “Hazards Identifications” (Haz-IDs) , “Incidents” and “Near Misses” through ePMIS;

Review Contractor’s incident reports for adequacy, participate in meetings related to construction related incidents, and ensure all necessary Contractor corrective actions are implemented;

Provide investigation and root cause analysis to DEP for all observations, hazard identifications, near misses, and incidents;

Oversee Emergency Action Plans (EAPs) and drills for the site in coordination with DEP’s Operating Bureaus (if applicable);

Submit EHS monthly status reports and metrics;

Review and manage all EHS Annual Reports (i.e. EPCRA, Hazardous Waste, Confined Space);

Prepare and participate in BEDC EHS MS Audits and OEHS EHS Assessments;

Conduct EHS “OSHA 1910” inspections throughout the project

Minimum Requirements

A bachelor’s degree in the field of Safety or Engineering

At least 5 years of relevant Environmental, Health and Safety (EHS) field and management experience in construction (10 years of relevant EHS field and management experience in construction may be used in lieu of a degree);

OSHA 10-hour Construction Health and Safety Course (30-hour Preferable)

Initial and Annual Refresher OSHA 29 CFR 1910.120/1926.65 HAZWOPER Trained NYCDOB 4-hr Scaffolding Training NYSDEC 4-hr Erosion and Sediment Control Training Knowledgeable in OSHA 29 CFR 1926 and 1910 Regulations BEDC EHS Standards Training (4 Hour) Knowledgeable in BEDC SOPs First Aid/CPR/AED Trained (Preferable)
