AECOM Senior Cost Engineer in NEOM, Saudi Arabia

Job Summary

Reporting to the Project Controls Manager, the Lead Cost Engineer is responsible for the collection of all cost data from the program and from the Design Work Packages, for the preparation of detailed cost reports, the review and analysis of program expenditures, interfacing with Finance, with the Package Delivery Managers and with the Engineering Discipline Leads to maintain accurate forecasts, identify areas of cost overruns and work with program/Packages Delivery team to devise corrective action.

The Lead Cost Engineer is responsible for monitoring and forecasting the overall cost of the BEC program as well as of the Design Work Packages. The Lead Cost Engineer will monitor, forecast and manage the financial aspects of the program (incl. ODCs and Sub-Contractors). Additionally, the Lead Cost Engineer is responsible for the creation, implementation and maintenance of program standard operating procedures and performance metrics. Finally, he is the point of contact for his counterpart in the NEOM/EPM organisation.

Role Responsibilities:

  • Supervise the Senior Cost Engineer.

  • Familiarize himself with all cost control and cost reporting requirements of the program.

  • Develop and implement all requirements for cost recording, reporting, and analyzing standards at both program and at design work package levels programs.

  • Convert estimates (project trend notices) into control budget, update budget, commitment, actual cost and cost forecasts.

  • Assist in developing budget reforecasts and monitor progress of work per control account to assure adherence to budget.

  • Promptly produce clear and concise summary report findings from assessment and analysis (including cost overruns and other unsatisfactory elements) and reports accordingly to the Project Controls Manager and the senior management team.

Provide independent forecast completion costs based on trends including:

  • Labor rate analysis. Commitments. Change management. Schedule impacts. Productivity measurement - earned value.

Undertake the preparation, on time and with the required quality, of the following;

  • project budget summary.

  • detailed control budgets for issue to parties concerned, incl. staffing plan.

  • monthly program/work packages cost (status) reports for NEOM/EPM.

  • Proven ability to participate and add value to developing commercial strategies.

  • Oversees procedure development and implementation.

  • Requires a demonstrated ability to effectively lead the project controls function on a small to medium sized project.

  • Documents employee performance issues and participates in resolutions as appropriate.

  • Assumes mentoring and training roles as requested.

  • Reviews and approves output from project cost and schedule systems. Prepares or reviews presentations based on system output.

  • Creates and assists with cost schedule baseline.

  • Conducts or assists in performance measurement and associated cost trending.

  • Prepares and assists in various levels of project reporting. Key contributor in the preparation of monthly status report.

  • Exhibits expert ability to use drawings and specifications in the establishment of project baseline data.

  • Possesses knowledge of construction accounting principles with an extensive understanding of the manner in which the company establishes and documents the financial position.

  • Assumes lead role in monthly production of revised project cost forecasting.

  • Utilizes extensive knowledge of construction contracting including the manner in which contract type effects implementation of project controls systems.

  • Reviews performance trends, prepares analysis and cost impact and monthly project performance reports, and recommends contractor invoices for approval.

  • Evaluates manpower, labor hour, and labor cost requirements versus budget limitations.

Minimum Requirements

  • Review the budgets for man-hours, and costs with the Work Package Managers.

  • Work in concert with the Project Planning team and Finance to ensure cost and schedule integration.

  • Validates the monthly timesheets and monthly invoices before submission to NEOM

  • Monitors the man-hours and cost of the design work packages, develops and recommends, with the appropriate key team members, corrective action or revised methods to the Package manager if cost deviations are anticipated.

  • Attends cost control review meetings with the Package managers/Discipline Leads and NEOM/EPM.

  • Advise the Package Manager(s), Project Controls Manager of any event or decision having a significant impact on cost.

  • Is on the alert for cost consequences of quality assurance requirements, changes in the scope of work and changes in program execution.

  • Reviews cost estimates for extra's and negotiates changes with NEOM/EPM and/or sub-contractors if delegated to him by the Program Director or the Project Director.

  • Leads in the development and implementation of improved cost control and reporting techniques and methods

  • Responsible to control and monitor program total expenditure including verifying and checking of invoices and claims from sub-contractors to ensure that all program expenditures are captured and properly recorded.

  • Performs project costing related reporting to the team and management’s review on a monthly basis to ensure that expenditures are kept within the program
