AECOM is actively seeking a Senior Project Manager to serve the Oil & Gas (O&G) / Power market sectors. The successful applicant will have significant experience in the assessment and permitting of midstream and other infrastructure facilities, especially capital pipeline projects for clients in the O&G and power sectors. The position is for immediate employment within our DC Metro Region. The primary work location is Morgantown, West Virginia; other locations in West Virginia will be considered. The successful applicant will join a network of existing AECOM specialists across the US, and will have the resources of more than 3,500 regional staff available to assist in project delivery.

The responsibilities of this position include, but are not limited to:

  • Develops, manages, and delivers services for O&G and Power customers within the region, including documents required by the Federal Energy Regulatory (FERC) and other regulatory agencies, as well as other linear-project clients such as transportation and other energy markets

  • Manages and performs pipeline and transmission/storage projects to scope, schedule, and budget

  • Ability and desire to cross-sell engineering and environmental services to O&G/Power clients

  • Oversees, develops, and submits FERC filings, permit applications, and reports (e.g., wetland delineations, environmental assessments) prepared by a team of collaborative environmental professionals. Candidate should have experience and knowledge of FERC 7(c) pre-file process

  • Coordinates, manages, and directs project field efforts (e.g., cultural resources, natural resources, wetlands)

  • Develops, manages, and delivers business strategy and tactics, high-quality proposals, interdisciplinary teams, and documents and report deliverables

  • Performs client visits and field activities that require work outside the office and overnight travel

Minimum Requirements

  • Bachelor’s degree in Environmental Science, Environmental Engineering, or an Environmental-related field

  • 10+ years full-time work experience in related field, preferably within the Impact Assessment & Permitting (IAP), NEPA, natural resources management, water resources management, and/or cultural resources management consulting industry

  • Strong, current experience with FERC and commercial O&G midstream companies providing IAP services, leading client engagement and development, and team building

  • Strong experience with selling, conducting, leading, and delivering environmental permitting services, including ability to manage projects, interdisciplinary teams, and workload, as well as interface with clients

  • Demonstrated proposal writing skills, including competitive proposals

  • Knowledge of FERC requirements and related experience with preparing FERC Section 7(c) resource reports and pre-filing process, environmental permitting, NEPA, relevant environmental regulations and processes, and related environmental considerations

  • Experience with the US Army Corps of Engineers (USACE) Section 404/401 permitting processes and State NPDES requirements and permitting processes, including wetland/waters of the US permitting, mitigation, and restoration

  • Experience working in a fast-paced consulting environment

  • High degree of self-motivation and the ability to work independently with limited supervision, as well as in a collaborative team environment

  • Excellent communication skills, including both oral and written

  • Good working knowledge of word processing and integrated software applications, including MS Word, Excel, and Power Point

  • Organizational management skills and ability to perform detail-oriented work are required

  • Position requires field work and candidate must be able to travel

  • Due to the nature of this work, U.S. citizenship is required

  • Demonstrated ability to manage projects to scope, schedule, and budget

  • Excellent and relevant references

Preferred Qualifications

  • Master’s degree in relevant field

  • 15+ years full time work experience in related field, preferably within the IAP, NEPA, natural resources management, water resources management, and/or cultural resources management consulting industry

  • Ability and desire to cross-sell engineering and environmental services to O&G/Power clients

  • Knowledge of GIS and MS Project

  • Existing, mature, and tested client relationships preferred with ability to market and win work successfully and effectively for the Team, Office, and Region as related to the O&G midstream and Power sectors

  • Transportation-related and other linear permitting experience

  • Possession of any of the following certification(s): AICP, CEP, PMP, CWB, PWS, PE, etc

  • 40-Hour OSHA HAZWOPER training

  • US Red Cross First Aid/CPR training

  • Ability to develop a successful IAP market practice, resourced for delivery by existing AECOM assets
