Job Summary

This position is located in Mannheim Germany.

The Chief of Operations is directly responsible for the day-to-day planning required to ensure synchronization across all areas of the Army Preposition Stocks 2 operation in Germany.

The Chief of Operations is a key member of the senior management team which will establish policies and procedures based on vast knowledge of the contract and expertise in U.S. Army requirements, regulations, and systems. This individual possesses extensive supervisory, maintenance, supply, transportation, and personnel management experience. The Chief of Operations ensures that ISO-compliant quality policies are incorporated into all operational procedures and that high-quality services are delivered to supported Units. This person has hands-on experience with U.S. Army Standard Army Management Information Systems (STAMIS) and a deep grounding in operational security as driven by U.S. Army regulations. The Chief of Operations serves as the company’s second in command to the Project Manager and responsible for the efficiency of business.

The Chief of Operations has these specific responsibilities:

  1. Manages daily operations at Coleman Work Site, Mannheim, Germany and Tower Barracks, Dulmen, Germany and to meet Army Preposition Stock performance, schedule, and cost requirements. established by the contract and guided by URS corporate policies and procedures.

  2. Uses classified (US-Only) IT systems, including STAMIS and GCCS-A, to manage maintenance and logistics projects.

  3. Develops and implements and report on strategic and tactical policies, plans, and procedures, applying expertise in U.S. Army maintenance, supply, and transportation organizations, requirements, and regulations.

  4. Works closely with the Program Manager and General Manager to meet both steady-state and surge requirements, reallocating personnel and material resources as necessary throughout Europe.

  5. Ensures U.S. Army and URS quality standards are incorporated into operational procedures and are met by the workforce at all sites.

  6. Ensures safety and environmental requirements are met in accordance with Federal (e.g. OSHA), U.S. Army, and local regulations.

  7. Participates in risk planning and mitigation efforts in concert with U.S. Army customers.

  8. Implements and enforces security procedures to protect personnel, property, and information.

  9. Identifies potential opportunities and issues and determines optimal approaches to achieve efficiencies while preventing deficiencies.

  10. Services as conduit to share operational innovations and best practice across Army Preposition sites.

  11. Maintains ongoing communication with URS and U.S. Army management regarding any issues related to requirements, resources, or Units.

  12. Consolidates the necessary Unit Status Reporting (USR) data i.e Equipment of Hand, Equipment Readiness Data, (Unclassified or Classified) to enable accurate deliverables to be submitted to U.S. Army customers in a timely manner for Army Sustainment Command (ASC) briefs.

  13. Maintains professional business relationships with internal and external customers, including any subcontractors and vendors, both U.S. and German.

Minimum Requirements

REQUIRED BASELINE EDUCATION:

Bachelor’s degree plus 3 years of recent specialized experience; OR Associate degree plus 7 years of recent specialized experience; OR major certification plus 7 years of recent specialized experience; OR at least 10 years of maintenance level supervisory experience (military equipment) and expertise in applicable U.S. Army and industry regulations, standards, procedures, and technical manuals.

ADDITIONAL REQUIREMENTS:

Minimum of 15 years of management experience in Army logistics operations at the Battalion level or higher. Must have experience in technical, schedule, and financial management and hands-on knowledge of STAMIS systems to include Army War Reserve Deployment System (AWRDS), Logistics Modernization Program, Global Combat Service and Support – Army (GCSS-Army), and Unit Status Reporting (USR).

ADDITIONAL QUALIFICATIONS:

  • U.S. citizenship.

  • U.S. SECRET security clearance.

  • Will be required to travel 80% of the time.

  • Must have experience in Multi-site operations.

  • Must be required deploy within 24 hours to set up/operate throughout Europe.

  • Must have previous U. S Army Management Experience – Civilian/Active Duty.

  • Must be able to qualify for and operate Government-provided light vehicles.

Must be a U.S. Citizenship and a SECRET security clearance is required.

Position will require the ability to pass a pre-employment drug-screen and a government background check.

Candidates must be able to read, write, speak and understand English.

Bachelor’s degree preferred.
