Position Title Air Quality / CEQA Specialist

AECOM is actively seeking a creative, highly talentedAir Quality / CEQA Specialist that can manage and prepare technically sound and legally defensible air quality and greenhouse gas impact analyses, including stand-alone technical reports, ISMND and EIR sections for CEQA, EA/EIS sections for NEPA, or Caltrans/FHWA technical studies. The successful candidate will be well-versed in current trends, analysis methods, and regulatory changes as they pertain to air quality and greenhouse gas analyses. The candidate will be responsible for proactive business development and marketing activities, establishing and developing relationships with clients that result in increased sales. The candidate will possess the technical experience and understanding to provide hands-on training to air quality staff for their professional growth.
The location of this position is flexible to Los Angeles, Orange, San Diego, Oakland, Sacramento, Ontario or San Francisco
The responsibilities of this position include, but are not limited to:
Successfully leading tasks and execute projects while meeting cost, schedule, safety, and quality objectives
Effectively leading project teams by coordinating and communicating with project team members, other project managers, and other AECOM offices
Train/mentor junior staff in air quality practice
Bachelor’s degree in Meteorology, Environmental Science, Environmental Engineering, Science (Chemistry, Physics, or Mathematics), Planning, Geography or a related field.
5+ years of professional experience performing air quality and greenhouse gas impact analysis for CEQA compliance
Thorough understanding of the principles and practices of the air quality and greenhouse gas impact analysis for CEQA, including:
Demonstrated knowledge of US EPA, California Air Resources Board, and local Air Quality Management District or Air Pollution Control District regulatory programs (e.g., CEQA Guidelines, thresholds of significance, health risk impacts) and their application in CEQA/NEPA analyses
Demonstrated proficiency, knowledge, and application of air quality and GHG models (e.g., CalEEMod, EMFAC, AERMOD, OFFROAD) along with their prescribed methodologies and guidelines as recommended by local, state, and federal regulatory agencies
Demonstrated knowledge of CEQA assessment requirements (thresholds and analysis methods for regional air pollutants, localized impacts, health risk impacts, cumulative impacts, and odors) from various Air Districts
Ability to effectively communicate with clients, building trust through consistent delivery of high quality work on time
Demonstrated proficiency in quantifying short-term construction and long-term operational air quality and GHG emissions for a variety of project types and scenarios using legally-defensible models, methods, and assumptions
Demonstrated proposal preparation experience for air quality and GHG analyses including scoping, schedule, and budget
Strong written and oral communication (including public speaking)
Experience performing general conformity issue analysis for federal projects
Demonstrated knowledge of NEPA assessment requirements
Experience performing health risk assessment impact analysis and air dispersion modeling
Experience in the preparation of proposals
Project Management experience
