Job Summary

AECOM is a supplier of comprehensive contractor services to the nuclear power industry. Our expertise encompasses discrete or bundled services of program management, planning, licensing/permitting, QA/QC, engineering, procurement, construction, commissioning, maintenance, outage management, and decommissioning. Having 60+ continuous years of nuclear experience, we have executed projects spanning new generation and facility expansions, heavy component replacement (in our SGT JV with Areva), modifications for beyond-design-basis regulation and guidelines, operating plant services, and, in emergencies, the restoration of operations. Our client base covers the industry ‒ regulated/unregulated power generators, NSSS suppliers, including SMRs, and developers of uranium enrichment facilities.

AECOM is seeking a Project Controls Specialist for our Nuclear project, to be based in our Kincardine, ON location. An ideal candidate will be local or willing to relocate to the area.

Reporting to the Project Controls Manager, the Project Control Specialist will be responsible in providing project control support to Bruce Power Project and supporting the estimating and construction teams to ensure that the AECOM’s project control system is properly implemented and utilized.

Essential functions and responsibilities

  • Overall responsibility for compliance of assigned projects with project controls standards - both from applicable contract documents and from AECOM project controls policies and guidelines.

  • Participate in developing, establishing and maintaining the company’s project cost /control systems.

  • Participate in proposal and estimating efforts to ensure continuity between project estimates and project baseline.

  • Produce or oversee production of a detailed, resource-loaded schedule in P6.

  • Assist the project team in converting project bids to setting up the complete, accurate project baseline (budget, schedule), in the company’s Enterprise Resource Planning (ERP) system (SAP, P6).

  • Set up project accounting systems (cost codes, job cost processing procedures, project rules of credit) in

  • Review the project contract and ensure that all the contract conditions (invoicing, reporting, change management, etc.) are applied and fulfilled for project set-up, project tracking and reporting, and project closeout.

  • Monitor the project performance and ensure that all the project control system is properly implemented.

  • Generate all required project status reports for internal management and for the customer, including the overall project Dashboard, project performance report (Earned Value, SPI, CPI, etc).

  • Train the project team on how to implement the change management procedures.

  • Responsible to establish a change management system in compliance with contract conditions and AECOM’s procedures; monitor and enforce the change management system for assigned projects

  • Responsible to communicate, train and generally ensure full understanding by project staff of project controls processes and their applicable responsibilities.

  • Review and analyze the project control reports (i.e. progress and productivity) with the project control leads and project team, and suggest corrective actions to maintain reasonable (around 1-PF) performance/productivity.

  • Review and analyze the project scheduling and cost reports and suggest corrective actions to maintain the project within anticipated cost and schedule.

  • Prepare and update project cash flows.

  • Supervise and mentor junior project control specialists.

Minimum Requirements

  • Bachelors degree in engineering, construction, business or related field, or demonstrated equivalent and related experience.

  • 4 years of experience in engineering, procurement and construction projects or operating industrial facilities in a cost control position. Possesses the ability to develop, implement and maintain effective cost control programs.

  • Applied knowledge of the “Earned Value” principles.

  • Applied knowledge of Project Management and Project Controls principles, including experience with concepts of PMBOK

  • Strong background in SAP.

  • Proficient in Microsoft Office – Word, Excel, Access, PowerPoint, Outlook.

Preferred Qualifications

Due to the nature of work conducted by AECOM, mandated nuclear export controls requirements must be met for employment.

Those with a valid Bruce Power security clearance are strongly preferred.
