AECOM Project Information Specialist IV in Jacksonville, Florida

Job Summary

AECOM is currently seeking a Project Information Specialist to serve as flood risk study coordinator and quality reviewer in support of FEMA Risk MAP (Risk Mapping, Assessment, and Planning) activities nationwide. This position can be based in Jacksonville, FL or Atlanta, GA.

This position is expected to begin in December, 2021.

The selected candidate will supervise teams of GIS and administrative professionals, both locally and nationally, towards the successful completion of a variety of FEMA Risk MAP projects. Additionally, as AECOM provides service at all stages of Risk MAP, the selected candidate can expect opportunity for involvement in studies throughout the project life cycle, from discovery to flood study effective date.

The responsibilities of this position include, but are not limited to:

  • Independently lead and coordinate tasks within a Risk MAP flood study lifecycle, such regulatory and administrative correspondence from data development through preliminary and post-preliminary processing, including compliance and adoption to map effective, and delegate tasks to multiple supporting staff across diverse geographies;

  • Training capability around the key Risk MAP work types noted above.

  • Leading FEMA MIP deliverable compilation and review within a flood risk study lifecycle identified above.

  • Leading and supporting internal QA/QC, which may include QC of FIS Reports, regulatory and administrative deliverables, such as Summary of Map Actions, and correspondence of Letters of Final Determination, Suspension and Adoption, as well as FEMA Quality Reviews 4, 6, Revalidations, and other administrative deliverables.

  • Strict adherence to project documentation and storage requirements.

  • Strict adherence to FEMA standards and technical references.

  • Occasionally facilitating/presenting/participation at FEMA Risk MAP meetings and support of community engagement activities related to flood risk study lifecycle.

  • Estimating resource needs and scheduling and assigning work to meet milestone completion dates.

  • Monitoring and maintaining Risk MAP study schedules and budgets, including providing input to Earned Value Management reporting.

  • Informing and working with Project Managers on project risks and mitigation actions.

  • Providing support as a technical lead and/or Subject Matter Expert for FEMA Risk MAP programmatic working groups as requested.

Minimum Requirements

  • Bachelor’s degree in Geography, Science, Planning, Communications/Marketing, Policy Analysis or Government or related discipline, or demonstrated equivalency of experience and/or education.

  • Six (6) years progressively responsible experience in the areas noted above.

  • Demonstrated experience in ArcGIS software

  • Due to the nature of the projects this position will support, US Citizenship or Green Card Holder is required.

Preferred Qualifications

  • Eight (8) + years of progressively responsible professional technical & leadership experience related FEMA’s Risk MAP program or other flood-related work, including adoption and compliance.

  • Past experience leading multi-disciplinary cross functional sub-team or team of direct reports.

  • Familiarity with most of the following tools: Microsoft Office Suite, ArcGIS Desktop, ArcGIS Online.

  • Past experience in Risk MAP study production, including FIRM database, preliminary & post-preliminary product development (including summary of map actions), FIS development, adoption and compliance, and QA/QC.

  • Familiarity with FEMA’s MIP submittal requirements and strong knowledge of FEMA guidance, standards, and technical references.

  • Demonstrated experience making sound decisions in the face of conflicting guidance, providing proven solutions, and ability to distill and communicate contextual understanding.

  • Comfortable with client-facing role, providing updates and presenting issues to FEMA PM directly and on a regular basis.

  • Certified Floodplain Manager (CFM).

  • GIS certificate or ability to obtain within the first year of employment

  • GISP or ESRI (Desktop, Developer or Enterprise) Certification.

  • Project Management Professional (PMP) Certification.

  • M.S. / M.A. in Geography, Science, Planning, Communications/Marketing, Policy Analysis or Government or related discipline.
