Position Title Principal Mechanical/Piping Engineer

AECOM is seeking a creative and highly talented Principal Mechanical Engineer to lead and develop our mechanical and piping facility engineers and designers working in the Houston, TX office in support of our Oil & Gas Business Unit.
Reporting to the Operations Director, the Principal Engineer is responsible for developing and implementing an engineering discipline group equipped with up-to-date engineering and design tools, technical and supervisory capabilities and operating procedures to successfully and efficiently execute projects and consulting services. In addition, the Principal Engineer effectively functions as the Discipline Lead or Engineering Consultant on assigned projects.
Position Description or Typical Responsibilities:
Works with project personnel to build and maintain client relations.
Works with Business Development in developing proposals and presenting company capabilities to enhance success in meeting new business objectives.
Complies with the company’s safety awareness program, office and/or field safety policies.
Directs the preparation of engineering and design guides and procedures.
Creates and maintains up-to-date procedures, topical reports and data files.
Establishes, implements and provides guidance on technical policies and procedures.
Maintains technical, cost and schedule oversight of the discipline on all projects.
Determines the requirements for and supervises special studies, when necessary.
Institutes Design Review teams, as required to ensure quality of engineering conformance with project definition and to comply with regulatory requirements.
Assesses the technical adequacy of a specific discipline on an independent basis.
Provides technical guidance to the project discipline by direct consultation, technical bulletins and other formats.
Assists in establishing project design bases taking into consideration costs, technology, operability, availability and maintainability.
Assists the Project Engineering Managers in establishing and implementing technical project requirements, preparing discipline work plans and implementing the engineering/purchasing schedules and cost estimates.
Assists the Chief Discipline Engineer, Manager of Engineering and the Project Engineering Managers in project definition, definition of economic evaluation factors, preparation of major specifications, major purchase evaluations, preparation of key technical studies and critical engineering decisions.
Analyzes and documents engineering practices, manpower expenditures and costs related to the experience and performance of the region/office projects.
Interfaces with peers in other offices to enhance good engineering and cost effective practices, as well as commonality of procedures and practices.
Promotes sharing of and gives consideration to lessons learned and technical bulletins.
Acts as a source of technical discipline knowledge.
In conjunction with the Project Engineering Manager and Chief Discipline Engineer, determines the need for the employment of expert discipline consultants.
Monitors progress and quality of outside consulting services.
Recommends the assignment of Supervising Discipline Engineers and oversees the assignment of other engineering and design personnel to meet project requirements.
Coordinates work within the discipline and with other Principal Engineers to achieve a balanced overall design.
Participates in the salary administration, employee development, hiring, reduction in forces, and termination of employees in accordance with company policies and procedures.
Monitors compliance with state laws on the practice of engineering.
Promotes and takes appropriate action to maximize utilization of technical personnel within a specific discipline among groups.
Fully understands the function of vendor documents and can develop and set the level of review required for engineer's discipline.

- Bachelor of Science degree (or equivalent education) in mechanical engineering from a four year accredited college or university.
12 years of progressive mechanical engineering experience with an EPC contractor responsible for one or more of the following mechanical engineering specialties as relevant to process facility projects: material specification, piping stress analysis or mechanical equipment specification
5 years of experience in a supervisory capacity for a team of mechanical or piping engineers and designers as a project discipline lead or engineering department supervisor
Professional Mechanical Engineering license by exam
Working knowledge of oil and gas processing facility and/or chemical plant operations
Fully proficient in project execution and mechanical engineering work processes from FEED and detailed design through materials management, construction and pre-commissioning
Fully proficient in developing and managing the discipline scope, cost, schedule and change through application of an earned value management system
Fully proficient in other engineering disciplines' deliverables and interfaces with the mechanical and piping disciplines
Proficient with and able to guide others in interpretation of relevant mechanical codes, industry standards and project requirements
Demonstrated experience in successfully leading a team and collaborating with other groups to deliver the expected results
Ability to function effectively as a Discipline Lead and Engineering Consultant on assigned projects
Proficiency in Microsoft Office, including SharePoint, PowerPoint, Word and Excel
Advanced degree in engineering, business administration or related EPC field
5 years of experience on oil, gas or chemical projects in a lead or supervisory engineering role responsible for the work of 10+ people
Previous experience with project delivery utilizing high value engineering centers
Proficient with piping material and coatings selection and specification
Previous experience in developing mechanical or piping discipline standards and evaluation and selection of design tools
Active participant in related technical or industry group
Previous experience with guiding, evaluating performance and supporting the professional development of other engineers or designers
Previous experience managing engineering and design resource requirements, evaluation of candidates and the recruiting process
