AECOM has an opportunity for a highly qualified
SOF Capability Integrator to provide research, planning, and analysis support to U.S. Indo-Pacific Command (USINDOPACOM) in the integration of special operations forces (SOF) requirements with capabilities available through the Strategic Capabilities Office Pacific (SCO-PAC). This position will be located at
Camp H.M. Smith, Hawaii .
This is a contingent position.
USINDOPACOM J81 (Experimentation and Innovation Division) supports the Office of the Secretary of Defense (OSD) Strategic Capabilities Office (SCO) through SCO-PAC by conducting experiments, operational testing, and technology evaluation across all warfare domains to ensure SCO-delivered material and non-material capabilities are operationally relevant to the USINDOPACOM area of responsibility (AOR). The J81 also evaluates the utility and challenges of transitioning these capabilities to the warfighter.
SOF Capability Integrator
will support these efforts by managing and providing analysis for ongoing SOF projects; and will support the development and resourcing of future project initiatives. Specific tasks will include, but are not limited to the following.
Provide issue nomination support and assist USINDOPACOM and SCO-PAC in developing concepts to mitigate operational gaps for program development.
Brief and prepare briefs, white papers, information papers, and other required decision-support documentation for senior leaders that clearly communicate critical analyses and recommendations for specific technologies and capabilities, providing long-term assessments and short-term analysis of developing and real-time events that may shape operations, action and activities (OAAs) in support of USINDOPACOM goals and objectives.
Assist in drafting concepts and coordinating with USINDOPACOM directorates, service component commands and sub-unified commands to determine feasibility and utility.
Provide analysis and domain expertise support for SOF programs.
Develop and coordinate concepts of employment (CONEMPs), concepts of operation (CONOPs), and tactics, techniques and procedures (TTP) for program technologies or capabilities.
Coordinate with functional components and combatant command planners to identify improvements or risks to the program technologies or capabilities.
Coordinate with program managers to integrate testing (operational utility testing, CONOP and CONEMP validation, etc.) within the USINDOPACOM exercise schedule.
Coordinate with the functional and service components to assist with operationalizing SCO programs.
Provide monthly reports regarding the status of ongoing projects and activities.
Perform all other position related duties as assigned or requested.
Must have a Bachelor's Degree (or equivalent work experience).
At least ten (10) years of experience in the DoD.
At least five (5) years of experience working SOF issues.
Excellent oral and written communication skills.
Proficiency in MS Office Applications (Word, PowerPoint, and Excel).
Due to the nature of the work, must be a U.S. citizen.
Must have an active Top Secret clearance with SCI eligibility.
The candidate may require access to Special Technical Operations (STO), Additional Compensatory Control Measure (ACCM), and Special Access Program (SAP) materials that require a polygraph.
Five (5) years of SOF operational or intelligence experience.
Experience conducting critical assessments of emerging technology (Test and Evaluation Experience).
Two (2) years of experience working in the USINDOPACOM AOR.
Experience conducting SOF technology integration.
Knowledge of USINDOPACOM Headquarters structure and working processes.
Knowledge of OSD SCO structure and processes.
