Job Summary

AECOM Federal Construction Services is seeking a highly talented Executive-in-Charge of and responsible for business development and all operations of multiple Asia Pacific US Federal construction projects based out of our Honolulu, HI location. Performing all functions and responsibilities in partnership with the company’s culture, corporate vision, ethics and code of conduct.


The Executive-In-Charge of and responsible for all operations of one or more construction projects.

Essential Responsibilities/Functions:

  • Plan, administer and supervise contract activities associated with one or more construction projects.

  • Become fully conversant and involved with the structure of all contracts.

  • Maintain good business relations with the owner and architect.

  • Assume a pro-active role in business development and the bidding and negotiations for the project.

  • Authorized to make commitments to the client, architect, and subcontractors as appropriate to the successful completion of the project in conformity with company policy and management direction.

  • Make decisions independently on subcontracting issues and methods.

  • Evaluate comprehensive contracts and proposals for adherence to client and architect requirements and conformity with company policies.

  • Qualify subcontractors and vendors for the construction project and upon selection, negotiate and prepare sub contracts and/or purchase orders.

  • Ensure that all subcontracts and purchase orders are executed in a timely fashion.

  • Negotiate and price all owner change orders and execute in a timely fashion.

  • Direct preparation of a project schedule and continually review to make sure the project schedule is adhered to or modified as necessary.

  • Provide advice, guidance, mentoring and direction to subordinate executives and managers towards achievement of their personal development goals.

  • Responsible for continuously expanding and updating professional knowledge and honing skills and competencies to enhance individual innovation and productivity.

  • Interface with other company departments as necessary which may include schedules, budget changes, material and equipment expenditures, estimating, payroll, and personnel matters.


Safety Consciousness:

  • Ensures establishment of a comprehensive ES&H Plan.

  • Ensures establishment of a comprehensive Crisis Management Plan.

  • Ensures that the Plans are aggressively monitored and requirements are enforced.

  • Actively participates in execution of the plans, including emphasizing the plan in new hire orientation.

  • Obtains, manages and maintains STS Certification for required project personnel.


  • Exhibits confidence and positive attitude about the project and the Company.

  • Demonstrates strong interpersonal skills (e.g. conflict resolution, team builder).

  • Maximizes full use of company’s resources.

  • Clearly understands the roles, responsibilities, authority, and accountabilities of each team member.

  • Draws upon the Company’s resources in order to successfully find and implement solutions to project execution issues.

  • Prepares the next generation of Project Managers and leaders by providing opportunities and through networking and mentoring.

Employee Development:

  • Responsible for employee development, Creates/maintains a succession plan

  • Provides mentoring to an individual(s). Provides input to and/or evaluates Employee Development Plans.

  • Teaches/facilitates one or more of the Company’s training programs. Maintains a program of self-development.

Judgment and Management of Project Risk:

  • Demonstrates consistency and clear judgment as unexpected problems or opportunities arise.

  • Maintains the “Management of Project Risk Plan” as a living document and communicates the plan to the project team and management.

Communication Skills:

  • Demonstrates consistent, effective, and efficient written and oral communication skills at the project level (client, internal resources, suppliers, subcontractors, consultants, etc.).​​

  • Maintains consistent communication with management on key project issues, potential client issues and approach to resolutions. Able to effectively communicate the project’s vision. Communicates well, with integrity and candor.

Execution Planning:

  • Understands and executes the project, employing the Project Execution Plan developed in the proposal stage and expanding it to be effective and in compliance with requirements for each project phase.

  • Ensures development and adherence to the project Work Breakdown Structure, Asset Management, and Workflow Management elements.

  • Expands the Project Execution Plan for subsequent phases (Project Initiation, Project Execution, Construction, etc.) and communicates and coordinates the implementation of the enhancements with the project team.

  • Utilizes key Project Team Training modules (e.g., Pre-Project Planning, Team Building, Project Controls & Change Management) as part of an effective project kickoff.

  • Establishes, tracks and reports status against key performance indicators or contractual metrics on a routine basis. Participates in the establishment of project organizational structure in support of proposal efforts.

Schedule/Operation Performance:

  • Demonstrates command of the schedule goals, key milestones, and approach to the work embodied in the schedule. Ensures that a firm scope-based schedule baseline is established and properly resourced.

  • Demonstrates knowledge of the schedule tools, procedures, and work process.

  • Manages performance and progress against the plan and ensures accurate forecasts with commensurate action plans.Reviews, reports and manages key performance measures defined within the contract.

  • Implements corrective measures when measures are outside service levels or bandwidths.

  • Consistently meets or improves upon the established schedule goals in their area of responsibility.

Financial Performance:

  • Demonstrates strong scope control skills. Demonstrates knowledge of the financial goals of the project and what they represent.Demonstrates knowledge of the Cost Control tools and procedures.

  • Manages performance and progress against the plan and ensures accurate forecasts with commensurate action plan

Business Development:

  • Works with Business Development to increase scope of services on existing contracts. Reviews and supports possible enterprise-level relationships from existing smaller contracts. Understands the Company's Contract Commandments and can apply their basic principles

  • Understands and complies with FARs when necessary for government contracts. Understands the scope of work, technical requirements, and commercial terms of the project contract for their area of responsibility. Monitors and ensures contract compliance.

Client Relationship:

  • Build client confidence and nurutures positive client relationships, Demonstrates integrity, consistently advises management concerning client relations/issues.


  • Supports the project team in negotiations with major suppliers, subcontractors, licensors, consultants, and others.

Presentation Skills:

  • Highly professional, competent and persuasive.

Minimum Requirements


  • Bachelor’s degree in Engineering, Construction Management, Project Management, or other relevant discipline or demonstrated equivalent combination of education, training, and experience.


  • Entrants to this position generally possess an average of 15 years engineering or construction experience.

  • 5 years in managing and executing construction projects for the US Federal Government

  • Demonstrated experience in managing people, budgets, project schedules, and in overseeing construction operations contractor, client and vendor relationships on multiple projects within a specific region

  • Proven performance as Senior Project Manager / Project Executive working on projects from conceptual stages to project closure.

  • Capable of performing as the superintendent / project manager on medium risk, medium to high complexity project(s) with total contract value(s) over of $ 100 million.

  • Ability to obtain a US Federal Government Security Clearance

  • Understands and has experience working with FARs on federal government contracts.

  • Willing to relocate, if required

  • Excellent verbal, written and presentation skills

  • Computer proficiency with Microsoft Outlook, word and excel.

  • Due to the nature of the work, candidate must be a US Citizen.
