Job Summary

AECOM has an opportunity for a highly qualified

Geospatial Subject Matter Expert to provide operations research, analysis, planning and training for geospatial support to USINDOPACOM. This position is located at

Camp H.M. Smith, Hawaii .

This is a contingent position.

Background: USINDOPACOM requires agile and innovative services tailored to address the Chairman of the Joint Chiefs of Staff and INDOPACOM Commander’s requirement to expand Counter-Terrorism information sharing with partner nations throughout the Indo-Pacific. The demands associated with a global threat and a dynamic geopolitical security environment requires that strategic and operational partners are properly postured to meet mission-critical requirements. This project will support various innovation and experimentation efforts to design and develop a multilateral Counter-Terrorism Information Facility (CTIF) located in Singapore.

This project will support various innovation, experimentation and open-architecture design efforts associated with the establishment of a multi-lateral CTIF located in Singapore. The CTIF is a multi-lateral fusion center intended to use network analysis and multi-layer analytics derived from open-source data that strengthens and enhances regional capacity and interoperability for countering terrorism

The Geospatial SME will perform the following specific tasks:

  1. Advise on the proper analysis and visualization of collected data using various statistical measurements and recommended software tools, to prove or disprove assumptions and hypotheses related to counter terrorism (CT).

  2. Provide ancillary engineering/software development support for implementing, maintaining, and operating data analysis tools, data archiving, and retrieval of network and derived data.

  3. Provide USINDOPACOM with planning, analysis, innovation, and concept testing to develop fusion center capacity to meet the various transnational threats across the area of operations. Provide critical professional services to identify game-changing technologies and then recommend how to develop and implement these capabilities in support of USINDOPACOM and our partners at the unclassified level.

  4. Support test implementation, including technical planning for and insertion of capabilities into live, virtual, and constructed venues, including joint exercises, field tests, modeling, simulation, and tabletop war games.

  5. Provide training for US and partner nations on tools a capabilities developed in support of the CTIF.

  6. Develop written products such as talking points, information papers, and oral presentations for Command leadership.

  7. Develop intelligence studies as needed.

Perform all other position related duties as assigned or requested.

Minimum Requirements

  • At least ten (10) years of experience in the DoD in a related field.

  • At least three (3) years working in the INDOPACOM AOR.

  • At least five (5) years’ experience conducting geospatial analysis.

  • Experience working with ArcGIS.

  • Experience working military plans and/or operations.

  • Excellent oral and written communication skills.

  • Proficiency in MS Office Applications (Outlook, Word, PowerPoint, and Excel).

  • OCONUS/International travel will be required for this position.

  • Due to the nature of the work, must be a U.S. citizen.

  • Must have an active Top Secret clearance with SCI eligibility.

Preferred Qualifications

  • Bachelor’s Degree

  • Experience training/teaching geospatial analysis

  • Experience testing and/or integrating new software and systems
