Job Summary

AECOM is actively seeking a creative, highly talented Cost Manager for immediate employment in the Richmond, VA office. Supports Project Controls Director and other field Project Managers with cost estimating related tasks on all types of construction management projects.

Program Management and Construction Management

As an industry leader in program and construction management, we partner with clients to support projects from concept to completion. From education, healthcare, transportation and water facilities to sports, leisure, cultural arts and other public gathering venues, we deliver on the promise of protecting our clients’ interests as our own and building partnerships with the communities we serve.

The responsibilities of this position include, but are not limited to:

  • Actively manages client’s funding approval process including building and presenting the business case, rate of return, and payback for the project

  • A thorough understanding of the financial principles to justify capital expenses is required

  • Leverage internal and external expertise in construction and finance to successfully build financial models for projects

  • Provides estimates for each project phase: conceptual, schematic design, design development, and construction documents

  • Prepare detailed cost estimates via industry accepted methods such as company and industry historical data, contractor pricing, and RS Means for small and large projects

  • Estimates shall be provided in UNIFORMAT II and CSI formats, as well as other client-specific formats

  • Ability to concentrate in one or more of the estimating. disciplines, including architecture, mechanical, electrical, fire protection, civil and structural

  • Works with client’s engineering team and contractors to develop scopes of work to meet project requirements

  • Prepares or assists in the preparation of order-of-magnitude, preliminary, definitive, change orders and check estimates using appropriate methods and techniques

  • Performs cost comparison analyses between in-house estimates and contractor estimates

  • Works with Project Managers and other disciplines to evaluate the appropriateness of budgets

  • Utilizes the appropriate company and industry historical data for cost estimates

  • Prepares project and discipline estimate summaries Basis of Estimate

  • Prepares detailed quantity take-offs on design and construction documents as required utilizing software such as BlueBeam CAD or Xtreme, CostX, On-Screen Take-off, etc

  • Provides technical assistance and advice in negotiating contracts and pricing change orders

  • Establishes and maintains cost databases and product line specific parametric analysis tools

  • Leads the estimate reconciliation process with the project team

  • Prepares bid packages, conceptual estimates, and analysis of subcontractor bids etc. for projects

  • Maintains consistent and period communications with other estimators

  • Temporary onsite assignments within the DC Metro are possible

Minimum Requirements

  • Bachelor’ degree in engineering, architecture, construction, or related technical field

  • Six (6) years of related experience of progressive Construction Project Management experience, which includes conceptual estimating and pre-construction work or demonstrated equivalency of expertise and /or education

  • Must have an understanding of construction means, methods, and sequences

  • Demonstrated knowledge of RS Means, NECA, and other industry-standard cost estimating reference book

  • Demonstrated knowledge of and ability to manage work requests on multiple projects at the same time

  • Demonstrated knowledge of and ability to read and interpret contract requirements and to read engineering drawings

  • Ability to read and interpret drawings, specifications, Requests-for Proposals and contracts

  • Prior field project engineering experience in transportation, building, or energy projects

Preferred Qualifications

  • Excellent oral and written communication skills

  • Demonstrated ability to communicate clearly both orally and in writing

  • AACE Cost Estimator Certified

  • Familiarity with Design-Build contracts

  • Prior experience in industrial construction

  • Demonstrated knowledge of and ability to use Microsoft Office Products: Word, Excel, and PowerPoint software

  • Demonstrated knowledge of and ability to review project Update and Baseline Schedules in Primavera P6
