About DCSA—Program and Project Management

Accountable for the overall Client Program Health, Safety, Security, and Environment (HSSE) assurance of the internal team and both internal and external sub-contractors.
Develops and maintains Program annual HSSE plan.
Responsible for onboarding service providers, facilitating client specific trainings, high risk activity audits and distribution of HSSE policies.
Communicates with the client on HSSE related matters.
Corresponds with AECOM team project managers and sub-contractors with respect to hazard identification and control, project monitoring, construction safety, contractor management, regulatory requirements, etc., including working on-site to review Subcontractor/General Contractor protocols before issuing work permits and to complete compliance audits.
Lead, develop, and deliver health and safety training modules for Project team, Subcontractor/General Contractor, and example; on-boarding Subcontractors/General Contractors onto the program, embedding both AECOM Safety for Life principles , and Client specific requirements.
Act as subject matter expert and reviews Subcontractor/General Contractor health and safety plans and procedures.
Lead health and safety Pre-Construction Readiness Review meetings with contractors, project team and client.
Lead the incident investigation process to identify root cause, corrective actions and lessons-learned, using Human Performance and Learner Mindset principles to mitigate the possibility of a future reoccurrence; escalates high potential incidents/issues to the Manager. .
Lead executive incident reviews and program stand downs.
Conduct trend analysis, monitor and report on performance and develop improvement strategies, for both the AECOM project team and Subcontractors / General Contractors utilizing program specific digital HSSE reporting platform.
Participate in Client’s HSSE Global Workstream.
Reviews and writes new health and safety programs and procedures for clients as requested.
Conducts regulatory gap analysis for clients to ensure their programs and procedures are current and in compliance legislation and local requirements.
The incumbent is required to have a thorough understanding of Retail Oil and Gas HSSE Control Frameworks and work towards implementation and assurance in letter and spirit.
Knowledge of the interpretation and application of USA Federal and local OH&S legislation.
Knowledge of construction and manufacturing operations, and facility operations & maintenance to contribute to the identification and mitigation of potential safety risks and controls. With emphasis on
Knowledge of contract agreements, construction standards and procedures as it relates to health and safety.
Proficiency in Microsoft Office software (Outlook, Word, Excel, PowerPoint , and MS Teams).
Strong attention to detail and accuracy in the production of documents.
Interpersonal, public relations, and oral/written/presentation skills to with clients and their stakeholders, partners, and contractors, and building a Safety Culture to develop goal zero through a learning mindset.
Preparation of reports, briefing documents, presentations, etc.
Time management, organizational, and leadership skills to
Analytical and problem-solving skills to examine incidents and problems, detect root causes, and resolve issues.
BA/BS + 2 years of related experience or demonstrated equivalency of experience and/or education
Should have a technical qualification (engineering) with advanced trainings/certification in HSSE management from a recognized body
Safety Professional Certification (CSP, CIH, or equivalent credentials, or eligible to obtain them).
Experience as Construction Site Safety and Health Officer (CSSHO) and/or in the Oil & Gas Industry.
- Minimum of 5 years’ experience in managing engineering projects.
