Job Summary

The TxDOT TIM Coordinator work includes participation in program planning, surveys, meeting coordination and preparation, and preparation of technical correspondence and reports and contacts with and/or appearances before local officials, civic and community groups, public agencies, etc., to promote and implement Traffic Incident Management (TIM) activities for the client. The incumbent will work full-time in the client’s facility in Fort Worth, Texas. Work will be performed under the close supervision and review of an administrative superior; however, as the employee becomes more experienced he/she is expected to work with some independence in a prescribed field with established policies and procedures.

Job Description:

  • Oversees, coordinates and assists in developing procedures for implementing, administering and evaluating TIM plans or programs.

  • Serves as liaison with federal, state, and local agencies in matters concerning the coordination of TIM related plans and services; travels/drives as required and follows prescribed safety requirements.

  • Monitors/coordinates agencies participating in plans and programs, and provides assistance to officials in matters relating to the plans and programs.

  • Develops, coordinates, implements and conducts training.

  • Reviews and prepares correspondence, reports, studies, gives briefings and makes presentations regarding program activities.

  • Collects, organizes, and analyzes data required in TIM related plans, programs and information systems.

  • Prepares applications to the federal government for planning and training assistance.

Minimum Requirements

  • 5 years in in traffic incident management (TIM), emergency response. management or other traffic/transportation management related activities. Experience can be satisfied by full time or prorated part time equivalent.

  • Establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems/roadblocks.

  • Developing, interpreting and implementing policies, procedures and technical information.

  • Negotiating settlement of differences without damaging relationships; applying effective questioning and listening techniques to determine other parties' positions in a direct and diplomatic manner.

  • Speaking to present images and ideas in a clear, concise, organized and interesting manner to optimize audience understanding and keep the group focused.

  • Planning, coordinating and handling multiple projects within area of responsibility to meet short and long term deadlines.

Competencies:

  • The responsibilities associated with administrative practices and procedures to include writing, editing and report writing techniques, recording meeting notes, record keeping and records management.

  • Training in a classroom and field environment.

  • Research and Analysis: collects and analyzes project information to determine where the project stands and to predict future status and progress.

  • Project Management: Plans, evaluates, and manages the operations of a special projects area for a state agency.

  • Develop written plans for all significant undertakings. Documents and distributes the project plan. Updates and revises the project plan as needed.

  • Public Relations: Maintains effective and beneficial communications between the agency and its publics.

  • Manages all meetings, activities and operation of a TIM Program, under the supervision of the client, for a state agency.

  • Ability to work independently and make decisions; to think strategically; to mediate disputes; and to work under stressful conditions at times.

  • Skills in verbal and written communication; in operating PC computer systems and the internet; in prioritizing events and situations; and in problem solving.

Education:

  • Bachelor's Degree

Licenses and Certifications:

The following Licenses, certifications and other conditions are required for this job:

  • FEMA: ICS-100, 200,300 & 400

  • FEMA: IS-700 & IS-800

  • Strategic Hwy Research (SHRP2) Traffic Incident Management Training

  • Must have or obtain all listed licenses or certifications within six (6) months of date of hire.

  • Class C Driver's License - must have at time of employment

Other Conditions:

  • Local travel will be required.

Direct Subject Matter: Intimate knowledge of the following theory, principals, practices and/or content; plus all applicable laws, rules, regulations and/or policies and procedures:

  • Traffic Incident Management, including NIMS

  • Highway Safety

  • Traffic Control and Safety Procedures

  • Intelligent Transportations Systems (ITS)

  • Texas DOT Highway System
