Job Summary

Purpose and Scope:

Provides technical expertise and supervision in operating, maintaining stationary EW Systems. Directs operations and maintenance in accordance with contract requirements.

Essential Responsibilities:

Works closely with Mission Coordinator on all schedules to support aircrew training. Ensures all equipment is maintained in operational status and sufficient spare parts and equipment are available to sustain while on the range.

Directs the work of all contractor range personnel for assigned systems. Applies advanced technical knowledge to solve unusually complex problems that cannot be solved by subordinate personnel.

Establishes and implements technical and administrative controls for contractor range operation and maintenance of assigned systems in accordance with contact requirements. Responsible for quality of all assigned contractor range functions to include operations, maintenance, preventive maintenance corrosion control, safety, quality assurance, configuration management, resource allocation, and documentation. Complies with contract requirements and takes action when necessary to correct deficiencies.

Provides oversight of site security, facility services, major/emergency repairs, corrosion control, range scheduling, equipment status reporting, transportation, and supply to ensure compliance with contract requirements. Supports special tests, evaluations, equipment relocations, and new equipment installations as required. Coordinates integration efforts with associate contractors. Oversees organizational, intermediate, and depot-level maintenance on assigned equipment.

Represents contractor on contract matters relating to daily operations of the EW/IADS functions. Meets with the Government as requested. Supports Government-sponsored meetings, briefings, and reviews as required. Prepares or approves required reports to ensure compliance with all contract requirements.

Coordinates range scheduling with the Government representatives as required. Oversees scheduling of work assignment and workloads in accordance with operational tasking and maintenance requirements. Schedules personnel to ensure adequate coverage of all tasks using staggered schedules as necessary to minimize overtime.

Ensures employees conduct themselves in a proper and professional manner at all times and adhere to applicable Government regulations. Resolves personnel problems and situations within range activities

Makes recommendations to improve or expand all facets of operations to include maintenance, overhaul, engineering, and logistics support. Ensures economy of operation by improvement of work methods and procedures.

Utilizes the IEMS to document maintenance and manage assigned activities and resources.

Performs a variety of engineering assignments in planning and overseeing research, development, design, manufacture, test, installation, operation, and maintenance of diverse digital equipment and systems, and generally as a generally lead of a design, analysis or review team on more complex engineering assignments

Independently performs a range of design development, analysis, or review tasks

Completes design specifications, analyses, or design reviews for complex projects

Generates complete design specifications for more complex projects

Coordinates and work closely with other engineering, logistics, financial, and program management disciplines to define system specifications and requirements

Verifies and complies with engineering documentation standards and test procedures

Prepares and submits technical papers and perform engineering studies

Supports development of technical proposals and provide comments on the technical content and level of effort of the proposed scope of work

Develops, maintains, and produces technical documentation and system/subsystem specifications

Interfaces with customers at all levels from quotation to final design and test activities, design reviews, and technical working group meetings to comply with requirements and specifications

Conducts site visits and experimental investigations, analyzes engineering problems, proposes solutions and alternatives, and provides recommendations

Performs work and other position-related work as required and uses established policies and procedures and subject matter knowledge to complete assignments of moderate complexity

Minimum Requirements

Minimum Position Knowledge, Skills, and Abilities Required:

Bachelor’s Degree in Electronic/Electrical Engineering discipline or an Associates Degree in Electronic/Electrical Engineering discipline with a combination of formal training and experience Electronic Warfare Operation & Maintenance

Minimum Experience Requirements:

Five years’ directly applicable experience maintaining radar systems. Must be experienced and knowledgeable in the areas of project management, systems integration, configuration management, overhaul, and technical writing.

Three years of supervisory and management experience

Five years’ technical experience with Tactical Training Range systems (or equivalent military systems)

Five years’ experience with increasing levels of responsibility in complex electronic systems

Five years’ experience in ESM/ECM and radar employment

Five years’ related experience in:

Digital/analog signal processing

Synchro-servo circuits

Radar and radar theory

Electromechanical devices

Video signal processing and recording

Communications (multiplexer equipment)

Digital/analog computer systems

DC power supplies

Test equipment

Optical equipment

RF signal processing

Antenna systems

Low-voltage AC equipment

Primary and secondary power equipment

Auto-transfer (UPS) equipment

Portable AC generators

Three years’ experience in operating/ maintaining acquisition radars, target tracking, ground control, height-finding and radar control systems

Ability to speak, read, and write English.

Ten years of related EW engineering work experience. Experience may include formal or on-the-job (OJT) in the design, troubleshooting, reverse engineering, and modifications to instrumentation systems and equipment.

Minimum Position-Specific Training:

Formal classroom education equivalent to Navy “C” School or vocational school with formal training in the field of electronic equipment maintenance and equipment manufacturer training

Three years’ operating experience with military search, acquisition, ground control, height finding or fire control radar systems

Maintenance Management training

Quality Awareness Training

Possess a valid state Driver’s License.

Must possess and maintain an active DoD Security clearance
