Job Summary

The Program Management and Construction Management (PMCM) Group of AECOM is actively seeking a pragmatic, highly talented and experienced Senior Cost Consultant for an immediate role in the office located in Edmonton, AB.

Reporting to the Cost Manager, Program, Cost, Consultancy (PCC), AECOM is currently seeking a Senior Cost Consultant to provide cost estimating, business development and team growth support. The candidate will be required to complete estimating and cost planning requirements through pre-contract design phases and also managing post- contract work such as loan monitoring, payment certifications, change order reviews, etc. The appropriately qualified candidate must be client facing and experienced in the cost management of construction projects, varying in size and complexity.

The responsibilities of this position include, but are not limited to:

Design Phase (Required)

  • Developing detailed cost estimates from engineering drawings; identify deficiencies and/or questions; and assist the project team toward the answers

  • Have an understanding for the make-up of net-costs; including review of equipment/material prices, labor rates/ fringe benefits

  • Completing comparative system cost options i.e., cost alternatives or Value Engineering and reviews to help the design team in selection processes throughout the pre-contract design phases

  • Be willing to accumulate, evaluate and document historical cost data for the development of future estimates

  • Critically review estimates compiled by others

  • Provide coordination and liaison with project management and design professionals throughout the estimate development

Construction Phase (Desirable Experience)

  • Review contract documents and proposed Change Orders to the contract to determine scope of work and estimated costs of revisions

  • Review proposed changes to the contract to confirm that the scope is specification compliant

  • Review labor rates to ensure conformance to the contract

  • Review labor productivity to ensure that the labor hours are in conformance with contract working restrictions, overtime applicability, etc

  • Review and agree Change Orders to confirm that there is a fair and reasonable representation of additional scope

  • Review pre-purchased material or equipment and/or equipment rental rates against fair and reasonable pricing references

  • Construction cost data and similar research activities

  • Life cycle costing

  • Cash Flow modelling

  • Payment certification and loan monitoring services

Minimum Requirements

  • Bachelor's degree in an engineering or construction related discipline

  • 11+ years working as a cost consultant or related experience

  • Demonstrated experience with all architectural and structural trades

  • Demonstrated experience with Change Order analysis, loan monitoring, payment certification, etc

  • Demonstrated experience with CIQS elemental and construction trade estimating

  • Ability to work independently and undertake consulting activities with minimal or no supervision

  • Knowledge and experience of preparing cost plans at various stages of the design on large scale transportation, residential, and commercial projects, including change management and when necessary, resolution of contractual claims

  • Capable of interpreting design drawings and developing a cost plan from the early conceptual stage and through to pre-tender submission

  • Ability to use computer-based measurement software to prepare construction cost estimates in accordance with the CIQS standard method of measurement, in both elemental and trade formats

  • PQS accreditation of the Canadian Institute of Quantity Surveyors (CIQS)

Preferred Qualifications

  • Canadian construction cost estimating experience, preferably in Western Canada

  • MRICS accreditation of the Royal Institute of Chartered Surveyors (RICS)

  • Some knowledge of Mechanical & Electrical cost data considered an asset

  • Experience in Uniformat and Masterformat estimating considered an asset
