Job Summary

As a Procurement Manager you will be accountable and responsible for the proactive management of procurement, contractual and commercial procedures, cost control, reporting, risk management, project P&L and compliance with the project execution plan management.

You will be involved in all areas of the EPC(M) contracts with our (global) clients including Build Projects and Programs; requiring regular liaison with Project Managers, Contract Managers and Cost Planners, joining local meetings where necessary.

Day to day tasks will be set out together with the Project/program Manager. You will be expected to manage your own time to deliver the accountabilities and responsibilities set out below in a planned and measured manner, reporting regularly on key performance and progress reports.

Key duties include, but are not limited to:

  • Safeguarding the financial and commercial interests of the Benelux projects you are assigned to.

  • Managing and controlling commercial risk and expenditure.

  • Contributing to the delivery of the programme in a timely, efficient, sustainable and safe manner whilst achieving commercial targets, meeting client expectations and enhancing the reputation of the business.

  • Procurement activities and assessment of commercial and operational advantages in comparison to open-market costs and subcontractors.

  • Delivery of Commercial data used for the development of Client Master Plan and the translation towards Multi-year Planning. Being actively involved in the creation, updating and managing of both plans.

  • Hold up-to-date equipment demand list and share it on a frequently basis with the client. Activity request input within the EPCM and FMC team.

  • Execution of Total Cost of Ownership (TCO) calculation and delivery data to EPCM on request.

  • Provide a benchmarking report as requested with the support of the Data Manager.

  • Responsible for the Annual desktop audit on Subcontractors invoices with the support of the Finance Team.

  • Guide the development and assessment of contractual terms and conditions.

  • Maintain the database of Contract Records.

  • Liaise daily with the Project Managers, Maintenance Leads, Contract Managers, Financial Controller, Cost Planner and Invoice Tracking functions.

  • Create, own and deliver the yearly procurement plan for EPMC and FMC.

  • Keep close alignment with EPCM and FMC for the selection of partners. Goals for both contracts are to minimize accreditation as much as possible.

  • Manage Supplier relations regarding payment for works and ensuring all payment activity follows defined client process.

  • Prepare and update service-level agreements (SLA) with contractors. Connecting with Operation Maintenance Lead for input concerning technical information.

  • Handover SLAs and changes to data management team for upload to the system.

  • Support Operational Maintenance lead in continues process redefining and updating, aligning and standardization of the SLAs.

  • Provide monthly C&P update for Contract Management Plan meeting.

Minimum Requirements

  • Recognised Procurement/Commercial/Construction qualification

  • Minimum of 15 years working experience in Procurement/Commercial Support in Construction environment including cost planning, tendering process, managing variations and closing Final Account.

  • Experience with legal aspects of contracting as well as contract management.

  • Process driven, focus on detail and enjoy working with data

  • High standard of Microsoft Excel including V-Lookups & Pivot Tables

  • Fluency in Dutch and English (written and spoken)

  • Supplier Relationship Management - Relationship management is fundamental to creating value with suppliers and contract management. Through a more collaborative relationship procurement can be more innovative and achieve competitive advantage.

  • Communication - Procurement need to be able to communicate effectively on all levels to engage with stakeholders and suppliers to develop the correct specifications, accurate expediting and stock control as well as good supplier relationships and effective contract management.

  • Internal Stakeholder Management - Building a relationship and managing internal stakeholders through effective identification, communication and engagement strategies is critical for success.

  • Influencing skills - Procurement professionals on all levels need to be able to influence colleagues and suppliers, while at senior levels it is important to influence upwards to gain buy-in and raise the profile of procurement in the organisation.

  • Leadership - Strong leadership skills for procurement will not only help to create a successful team but also elevate the profile of procurement at senior levels.
