Position Title EHS Permitting/Compliance Specialist

The Design Services Consulting Group (DCS) of AECOM is actively seeking a creative, highly talented environmental, health and safety (EHS) compliance professional with a focus on permitting support for the power utility business sector for immediate hire in the Conshohocken (Greater Philadelphia Area), PA office. The position will be a partially seconded position at a Pennsylvania utility located near Allentown, PA in support of the utility’s ongoing resiliency construction program.
The successful candidate will be part of a diverse team of engineers and scientists that are responsible for EHS compliance, reporting, permitting, safety compliance and environmental field sampling/monitoring in the Northeast Region with emphasis in Pennsylvania and with opportunities in Delaware and Southern New Jersey.
The responsibilities of this position include, but are not limited to:
Manage siting and permitting activities related to linear construction projects and individual site construction projects
Develop and/or review siting and permitting plans for construction projects
Oversee/administer contracts with client contractors performing siting or permitting activities (including review and coordination)
Assist with compiling documents for permit submittals
Maintain excellent agency relationships
Control distribution and recordkeeping associated with permitting for construction projects
Provide, or coordinate, testimony on clients’ behalf for defense of siting, right of way, condemnation, permitting and other matters that arise during construction project execution
Verify compliance of all project activities with applicable permits, siting filings, Pennsylvania Public Utility Commission orders and decisions, easement agreements, and special conditions reports
Compile reports of the progress/status of siting and permitting activities for construction projects
Manages, organizes and responds to internal and external environmental and safety needs in support of AECOM's projects/clients in transportation, power, construction, industrial, remediation, and field services
Manage preparation of environmental plans, permits and reporting in accordance with USEPA and State requirements
Bachelors in geo-physics, safety, environmental science/engineering, biology, chemistry, geology or related field
2+ years of professional experience in environmental, health and safety compliance/permitting related to private sector clients with a focus on support of power utility clients
Able to learn and effectively use environmental and safety monitoring equipment
Project management support experience is strongly desired
An understanding of USEPA and PA environmental regulations
Familiar with USEPA Resource Recovery Conservation and Recovery Act, Emergency Planning and Community Right-to-Know Act, Clean Water Act, Clean Air Act, US DOT HM-181, PADEP Act 2, PA Residual Waste, Stormwater and Tank Systems
Experience in linear construction permitting support a plus
EHS compliance experience
Utility experience a plus
