  • Assist in the development and implementation of optimized coordinated signal timing plans on a continual basis (and desirably on a 3–4-year cycle) to aggressively manage the signal system timing and operation to account for periodic changes in traffic flows, traffic signal control, and roadway networks.

  • Develop and implement optimized signal timings for coordinated signal systems in response to specific planned events, and planned work zone activities that include lane closures and short-term roadway closures.

  • Develop “canned” optimized signal timings for coordinated signal systems for a variety of diversion scenarios in the anticipation of incidents on freeways and arterials that cause congestion.

Assist with the management of traffic signals during major work zone activities on freeways and arterials in the NoVA District.

  • Develop and implement, in real-time, traffic signal timing changes related to congestion-causing incidents. Develop escalation plans that involve multiple signal timing plans for incidents. Provide expanded coverage, beyond the hours cited for minimum operations, during major incidents, both unplanned and planned events.

  • Monitor signal operations status during major weather and emergency events, and address signal operations issues, and provide signal system status report to management.

  • Monitor field conditions and collaborate with VDOT Richmond field staff to troubleshoot signal control devices, including detection and controller settings.

  • Update and build new intersection graphics in KITS, and the detector database to reflect the current condition.

  • Develop, review, and provide recommendations to signal timing plans, clearance intervals, and pedestrian signal timings.

  • Support the implementation of the Statewide Central Signal System (CSS) - KITS. The assistance includes all necessary steps as directed by VDOT.
