AECOM Proposal Manager in Chelmsford, Massachusetts

Job Summary

AECOM’s National Governments marketing team is looking for an experienced Proposal Manager to assist in winning Federal work. You will collaborate with regional and business line teams on identified priority pursuits, including partnering in the preparation of responses to client solicitations, requests for qualifications (RFQ), requests for proposals (RFP), shortlist interviews, and pre-solicitation efforts. You will be accountable for marketing and pursuit leadership primarily for a client/portfolio; for development and submission of timely, compliant, accurate, and persuasive proposals; and for mentoring/training other managers/specialists. You must be able to work quickly and independently and be able to effectively prioritize multiple projects to meet competing deadlines. Work may occasionally be required in the evenings or weekends to meet deadlines or to coordinate with staff in different time zones.

This position requires experience in Federal pursuits (including SF-330, and multi-volume proposals), attention to detail, creativity, excellent interpersonal and communication skills, solid writing skills, organization, conceptual thinking, and effective decision-making. Work may be performed under the direction of business development or business line staff, but the position will report directly to a Senior Manager within the National Governments marketing team.

Responsibilities include, but are not limited to, the following:

Leadership and Development:

  • Serves as marketing lead for a client/portfolio, in collaboration with Client Account Managers (CAMs)

  • Develops and implements client/portfolio marketing strategies and priorities working in collaboration with CAM, BL, Regional and Communication Leaders to ensure alignment with overall corporate strategy

  • Participates in strategic planning that includes evaluating marketing intelligence, identifying customer concerns and key issues, and developing win strategies

  • Contributes to leadership and strategic direction for proposals, and reports on client pipeline, internal business development strategies, capture planning, proposal efforts, and debriefs related to that client/portfolio

  • Contributes to internal training on topics related to core processes, tools, practices or other special topics, as needed

Proposal Management and Development

  • Leads large, complex, priority must win pursuits from capture through to interview stage, as required, that may include multiple disciplines/geographies

  • Leads and contributes to the writing of proposal sections such as cover letters, executive summaries, past performance sections, management approaches, and resumes/staffing sections

  • Participates actively in Go/No-Go, capture/positioning strategies and activities, and drives compliance with delegation of authority guidelines, providing leadership and direction, where required

  • Serves as a reviewer on color reviews for priority pursuits, applying in-depth institutional knowledge

  • Analyzes debriefs and applies lessons learned to add value to strategy and reviews

  • Supports debriefs and gathering of client feedback on proposals to demonstrate continuous improvements

  • Provides content for AECOM’s website, brochures, and other digital media and thought leadership in collaboration with CAMs

Minimum Requirements

  • Bachelor’s degree plus eight (8) years of related experience, or demonstrated equivalency of experience and/or education

Preferred Qualifications

  • Bachelor’s degree in Journalism, English, Communications, Marketing or a related field

  • Ten to 15 years of related experience

  • APMP/SMPS certification

  • Working knowledge of, and interest in, the A/E industry, including AECOM’s clients, projects, people, credentials, and competitors

  • Experience in proposals/marketing for US DOE agencies and/or donor-funded agencies such as USAID, MCC, or World Bank is a plus

  • Evidence of successful leadership of multi-disciplinary or multi-geography proposals valued>$20 million

  • Thorough understanding of effective proposal and presentation best practices and tools, including how to convey messages, themes, discriminators, and responses to evaluation criteria clearly and effectively

  • Demonstrated experience applying industry best practices and procedures to support positioning, client or business development processes

  • Strong proposal writing and editing skills; working knowledge of grammar and style

  • Strong working knowledge of desktop publishing software (e.g., Adobe Creative Suite), graphics programs (e.g., InDesign, Adobe Illustrator, Adobe Acrobat, Photoshop), word processing programs (e.g., Microsoft Word), spreadsheet management (Excel), and presentation software (e.g., PowerPoint)

  • Working knowledge of collaborative tools such as Microsoft Teams, SharePoint, etc.

  • Understanding of CRM. Salesforce experience is a plus.

  • Initiative, skill, and personal commitment to manage multiple projects and details concurrently, follow up, and bring tasks and projects to full completion

  • Professional demeanor and excellent interpersonal skills

  • Ability to exercise discretion with confidential/ sensitive issues

  • Ability to work independently and with others

  • Diplomacy with peers and internal clients in handling challenging situations

  • Resourceful problem solver
