AECOM Federal Contracts Manager in Chelmsford, Massachusetts

Job Summary

The successful candidate will manage Federal contracts in the Northeast and in Europe/Africa/Middle East and internal project groups. This role can be based remotely but will support Eastern Standard Time.

The candidate will provide focused knowledge of Government contracting through communicating and working with internal and external clients. Must display a strong Team Player attitude, including acting as both as a formal and informal mentor to junior contracts managers on contracts and advocating for AECOM’s Federal Business Services (FBS) support when working with internal clients.

Key responsibilities of the Federal Contracts Manager include but are not limited to; Due diligence in support of projects with new Clients/JV's/Teaming arrangements, Contract Risk Analysis, contract task order proposal preparation, contract negotiation, contracts policy compliance, project audits, project property management and any other business related support required by the program/project management.

Candidate will serve as the primary project interface with the client's contracting official and must have strong record-keeping and communication skills. Must ensure adherence to the firm's signature authority policy, coordinate with Corporate Audit Group and support periodic internal project audits, outside project audits by clients, and federal agency audits.

The Federal Contracts Manager must possess the ability to concurrently manage and support multiple contract types and task orders and respond to project/client directives and requests involving financial information, contract compliance, cost proposals, project audit, project accounting, insurance, property and other administrative issues.

Review and approve the application of accurate contract rate data in the preparation of proposal and contract information. In conjunction with the AECOM Project Manager, develop the negotiation strategy and conduct contract negotiations with the client. On Federal projects will participate in technical proposal preparation in compliance with the RFP requirements and other firm policies and procedures.

The ideal candidate must have solid understanding of risk management, assessment, and planning as well as possess the ability to thrive in a fast-paced, multitasking environment, love challenges and details, be resourceful, and have great organizational and time management skills.

Minimum Requirements

BA/BS + 8 years of relevant experience or demonstrated equivalency of experience and/or education.

Experience in federal contracting, bidding, source selection, and procurement regulations and laws; experience with audit standards and federal cost principles

Preferred Qualifications

  • Team Player attitude, including acting as both as a formal and informal mentor to junior contracts managers on contracts and advocating for AECOM’s Federal Business Services (FBS) support when working with internal clients.

  • 10+ Years contract administration/management experience. Must also have experience in maintaining databases and working with spreadsheets.

  • Proficient in Microsoft Office applications (Word, Excel, Powerpoint, and Outlook).

  • Excellent working knowledge of the Federal Acquisition Regulation and its supplements as well as the Uniform Commercial Code

  • The ideal candidate must have solid understanding of risk management, assessment, and planning as well as possess the ability to thrive in a fast-paced, multitasking environment, love challenges and details, be resourceful, and have great organizational and time management skills.

  • Outstanding communication, negotiation and business management skills.

  • Experience as a Federal Contracting Officer a plus.
