Job Summary

AECOM has an opportunity for a highly qualified

Critical Infrastructure & Force Protection (CIP & FP) Analyst to provide research, planning, and analysis support to U.S. Indo-Pacific Command (USINDOPACOM) for the integration of Critical Infrastructure Protection (CIP) and Anti-Terrorism Force Protection (ATFP) requirements. This position is located in

Camp H.M. Smith, Hawaii.

This is a contingent position.

AECOM is looking for a candidate to provide timely research and analysis of current USINDOPACOM area infrastructure and force protection threats in order to identify high-value gaps and develop innovative solutions to counter these threats. The candidate for this position must have unique insights to both intelligence and operations in order to integrate analysis and solution sets. This analysis will be applied to support, streamline, and enable Commanders to protect forces and capabilities against known and emerging threats.

This position will provide assistance to senior-level strategic planning and briefings, including preparing formal papers and background information for USINDOPACOM senior leader consumption. The candidate for this position must be able to: provide assistance on short timeline responses to specific questions pertaining to INDOPACOM theater threats; research and analyze various pertinent national security policies and military capabilities; develop vulnerability assessments; and provide qualitative data to support recommendations.

The candidate for this position must be able to support holistic (kinetic and non-kinetic) force protection operations, planning and coordination in order to assist in the integration of force protection activities into USINDOPACOM policies and rules of engagement. Candidate will provide analysis and technical expertise to assist force protection operations plans; and make recommendations regarding the mitigation of gaps in accordance with operational performance metrics and gap analysis. This candidate will be responsible to identify both material and non-material capabilities that are operationally relevant to the USINDOPACOM area of responsibility (AOR) and are capable of mitigating identified threats.

The candidate’s responsibilities will include but are not limited to:

  1. Brief and prepare briefs, white papers, information papers, and other required decision-support documentation for senior leaders that clearly communicate critical analyses and recommendations for specific technologies and capabilities, providing long-term assessments and short-term analysis of developing and real-time events that may shape operations, action and activities (OAAs) in support of USINDOPACOM goals and objectives.

  2. Assist in drafting concepts and coordinating with USINDOPACOM directorates, service component commands and sub-unified commands to determine feasibility and utility.

  3. Provide analysis and domain expertise support for CIP and ATFP programs.

  4. Develop and coordinate concepts of employment (CONEMPs), concepts of operation (CONOPs), and tactics, techniques and procedures (TTP) for program technologies or capabilities.

  5. Coordinate with functional components and combatant command planners to identify improvements or risks to the program technologies or capabilities.

  6. Provide monthly reports regarding the status of ongoing projects and activities.

Perform all other position related duties as assigned or requested.

Minimum Requirements

  • Must have a Bachelor's degree.

  • At least ten (10) years of experience in the DoD.

  • At least five (5) years of experience working CIP and/or FP issues.

  • Excellent Oral and Written Communication Skills.

  • Proficiency in MS Office Applications (Word, PowerPoint, and Excel).

  • Due to the nature of the work, must be a U.S. citizen.

  • Must have an active Top Secret clearance with SCI eligibility.

Preferred Qualifications

  • Master's degree.

  • Three (3) years of experience in conducting Critical Infrastructure Assessments and/or developing Force Protection Plans.

  • Three (3) years of experience working in the USINDOPACOM AOR.

  • Experience working Emergency Response Plans and Operations

  • Experience working with Inter-Agency, Law Enforcement, and Private Sector organizations that contribute to CIP and FP for DoD.

  • Knowledge of USINDOPACOM Headquarters structure and working processes.
