AECOM has an opportunity for a
Counter Terrorism Plans Analyst to provide research, planning and analysis support to U.S. Indo-Pacific Command (USINDOPACOM) in
Camp H.M. Smith, Hawaii.
This is a contingent position.
USINDOPACOM conducts planning in support of the Theater Campaign Plan (TCP) to shape the environment in the INDOPACOM Area of Operations (AOR); Concept Plans (CONPLANs) and Operational Plans (OPLANS) to counter known threats; and crisis-action planning to respond to contingencies and crisis in theater with little to no notice. Success in these areas depends on the USINDOPACOM J5’s ability to understand the complex dynamics of the theater as a whole and the nuanced details of each sub-region.
The Counter Terrorism Plans Analyst will support the J5 planning requirements with research, analysis, intelligence and threat assessments, complex data management and policy integration related to asymmetric, non-state actor and terrorist threats throughout the AOR.
Provide comprehensive and integrated analysis of plans, concepts, capabilities and threats in order to provide informed and accurate recommendations to senior level staff at USINDOPACOM, the Service Components, Joint Staff and OSD.
Lead and support discreet initiatives/project planning related to deliberate and crisis action planning for Counter-Terrorism related plans and operations.
Possess a breadth of understanding across the numerous countries within the USINDOPACOM AOR and detailed knowledge of South and Southeast Asia.
Provide both long term assessments and short term analysis of developing and real-time events that may shape Operations, Action and Activities (OAAs) in support of USINDOPACOM goals and objectives.
Conduct research, both unclassified and classified, on various topics supporting ongoing and emerging operational scenarios which involve targeting and employment of capabilities resident in component inventories as well as identifying gaps in capabilities that can be addressed by new technology, capabilities, processes and procedures.
Provide assistance to senior-level strategic planning and briefings, including preparing formal papers and background information for USINDOPACOM senior leader consumption.
Provide assistance on short timeline responses to specific questions pertaining to policy and operational plans; analyze subject plans and concepts for areas of concern; research and analyze various pertinent national security policies, military strategies, vulnerability assessments, threat and intelligence assessments; and inform planning efforts and new concept development.
Perform all other position related duties as assigned or requested.
Must have a Bachelor's degree.
A minimum of ten (10) years of experience supporting the DoD, including:
Five (5) years’ experience in operations
Three (3) years’ experience working in military plans
Five (5) years’ experience in Counter Terrorism analysis and/or operations with at least two (2) years in the PACOM AOR
Three (3) years’ experience on a senior military staff office (Service HQ, Combatant Command, OSD, JS).
Possess theater knowledge and advanced joint planning skills to include:
Knowledge of the planning continuum to include the Joint Operation Planning and Execution System (JOPES), Joint Operational Planning Process (JOPP), Joint Operating Concepts (JOC), and Joint Capabilities Areas (JCA).
Detailed knowledge of USPACOM policy and strategy and a thorough understanding of joint fires integration including linkages to parallel national interests and component command operations.
In-depth knowledge of U.S. national plans and policy (National Security Strategy (NSS), National Military Strategy (NMS), Unified Command Plan (UCP), Guidance for Employment of the Force (GEF), and Joint Strategic Capabilities Plan (JSCP).
Thorough understanding of the Military Decision Making Process (MDMP) to include mission analysis, course of action development, analysis, comparison, recommendation and approval.
Capable of enabling the Military Decision Making Process (MDMP), Mission Analysis Joint Working Groups, and the Joint Effects Validation Board (JEVB) on topics related to asymmetric, non-state, and terrorist threats.
Highly effective verbal and written communications skills in order to provide information, articles, written reports, and presentations to include delivering executive summaries to flag and general officers (FO/GO) and Senior Executive Service (SES) level officials.
Experience in operational and/or strategic levels of DoD planning and/or execution.
Experience conducting research on a range of topics and functional areas.
Proficient at Microsoft Office applications (Word, Excel, Powerpoint).
Must be a U.S. citizen.
Must have an active Top Secret clearance with SCI eligibility.
Master's Degree from an accredited college or university or Graduation from a military command and staff college.
Ten (10) or more years of experience in military operations.
At least five (5) years’ experience working in the PACOM AOR.
