AECOM Canada is seeking a Project Management Office (PMO) Director for this exciting opportunity to lead a PMO team through planning, design and construction of a major international transit infrastructure project in Lima, Peru that will include 35 kilometres of new tunnels with 28 underground stations. The project is expected to have a duration of 8-10 years. This applicant may be hired by any AECOM Canada office, but will be based out of Lima, Peru for the duration of this project.
Responsibilities include, but are not limited to:
Plans, directs, and supervises all operations included in a large, complex project or several moderately sized projects with greater risk and complexity, and significant financial impact.
Resolves complex issues.
Manages projects on a local to national basis achieving quality outcomes, financial performance and client satisfaction.
Successfully develops strategy, prepares proposals, negotiates contracts, and executes project(s).
Acts as primary point of contact with client and has full responsibility for project delivery.
Project teams may include 10 or more members often representing multiple business lines, working in remote locations and including a subcontractor(s).
Specific responsibilities related to the project, include:
Leading the project management office (PMO) design, construction and operations for a highly complex, high contract value urban transit system in Lima, Peru.
Planning, directing, supervising and controlling the execution of all technical, financial and administrative functions of the project management office
Demonstrating a strong understanding and ability to administer complex commercial contracts and legal documents.
Effectively transferring knowledge of international best practices, standards and procedures to the Peruvian Government.
Resolving challenging and unusual business problems in areas of risk, financial, contract and resource management.
Successfully developing project procurement and delivery strategies, proposals, negotiating contracts, and executing projects on-time and on-budget.
Managing project teams of 15 or more members representing multiple business lines, working in remote locations, including management of subcontractor(s) and joint venture partners.
Establishing and maintaining a very high level of safety awareness and culture and ensuring the project complies with all requirements.
Managing scope changes with the Client and key internal and external stakeholders.
Establishing and executing a Project Execution Plan, Health & Safety Plan, Quality Control Plan and other documents as required
Ensuring compliance with AECOM corporate governance and Integrated Management System
Continually contribute to harmonious client relationships at the project and market level
Effective leadership with tenacity and drive to achieve outstanding results and importantly, be someone that enjoys sharing knowledge, supporting ideas and encouraging others to develop their skills and experience
- Bachelor Degree in an engineering or related discipline + 12 years of relevant experience in project management in engineering consulting of transit and rail; all including a minimum of four years of leadership
Masters Degree and/or PhD in a similar field is preferred.
PMP designation is ideal.
Relevant professional certifications are considered an asset.
Fluency in Spanish or advanced written and verbal communication skills in is an asset.
Recent experience and knowledge of national and local government processes, procedures and codes and regulations is an asset.
Significant senior executive project management experience on Infrastructure projects, specifically in urban transit systems
Experience with projects that include underground construction and tunnelling
Significant experience in working across geographies, sectors and within a matrix led organization
Experience in delivery and execution of large-scale projects with a strong background in start-up, execution and handover of major transit projects.
Experience leading major government and/or quasi-government international programs and projects with a proven track record of delivering project excellence in a similar role.
Experience of direct oversight of the following functions: engineering, project controls, contracts, procurement, health, safety, security & environmental, risk management, financial management, quality assurance and quality control.
Licensed Professional Engineer (i.e. P.Eng, PE, CEng, etc.) is preferred but not required
