Aecom Canada is seeking a Program Management Office (PMO) Director (Program Director for Highway and Roadway Infrastructure) for this exciting opportunity to lead a PMO team thorough planning, design and construction of two major international highway infrastructure project in Lima, Peru that will include several hundred kilometer of highway infrastructure including tunneling, elevated structures and via ducts. The project is expected to span 8 years. This applicant can be based out of any major city with the role is based out of Lima, Peru
Responsibilities include but are not limited to:
Managing several major Highway/Freeway Infrastructure projects with high contract value, requiring complex coordination across multiple systems and processes.
Represent the company in Client meetings.
Manage a Project Management Office in Lima Peru for two major Highway infrastructure projects
Effectively provide knowledge transfer of international standards and procedures to the Peruvian Government.
Effectively resolves challenging and unusual business problems in areas of risk, financial, contract and resource management.
Successfully develops strategy, prepares proposals, negotiates contracts, and executes project.
Manages project teams of 15 or more members representing multiple business lines, working in remote locations, and includes management of subcontractor(s).
AECOM representative, Client liaison and management
Leads the delivery (time, cost, quality) of the Project Management Office design, construction and operations programs.
Leads the implementation and application of contracts through the PMO and maintains a very high level of Safety awareness and ensure the project complies with all requirements.
Developing and maintaining a communications plan for all project stakeholders and regularly updating in conjunction with the project team and the client
Presents progress and package issues to client team. Leads the production and reporting on the overall project program and actions required.
Communicating the critical path activities that will influence key milestones.
Ensuring critical internal milestones are incorporated into the program.
Discuss changes to the scope of work with the Client and key stakeholders.
Responsible for following up on instructions & commitments associated with the project
Establishes Project Execution Plan, Health & Safety Plan, Quality Control Plan and other documents in relation to our scope
Establishes the program requirements for all areas of the project and monitors site staff performance
Plans, directs, supervises and controls the execution of all technical, fiscal and administrative functions of the project and the site team
Assigns responsibility to key subordinates in their respective fields of expertise
Establishes internal weekly meetings to review project status and formulate action items
Commercial understanding and administration of the project operating and legal documents.
Production of project reports including, monthly and quarterly reports.
Ensures compliance with AECOM corporate governance and Integrated Management System

Minimum Requirements
Bachelor Degree in Civil Engineering + EXTENSIVE experience in highway and roadway infrastructure, including 6 years of leadership
Advanced written and verbal Spanish and English
Preferred Qualifications
Masters Degree in a similar field or equivalent is preferred but not required
PMP designation is ideal
Any relevant professional certifications in a similar field are ideal
Significant senior executive project management experience on Infrastructure projects, specifically in Highway
Experience with projects that include tunnels and viaducts
Significant experience in working across geographies, sectors and within a matrix led organization
Recent experience and knowledge of national and local government processes, procedures and codes and regulations preferred but not required.
Experience in delivery and execution of large-scale projects with a strong background in start-up, execution and handover of major projects.
Experience leading major government and/or semi-government international programs and projects with a proven track record of delivering project excellence in direct project manager role.
Experience of direct oversight of the following functions: engineering, project controls contracts, procurement, health, safety, security & environmental, risk management, financial management, quality assurance and quality control.
Record of engagement with a wide range of utility providers and commercial and public sector stakeholders.
Licensed Professional Engineer (i.e. P.Eng, PE, CEng, etc.) is preferred but not required
