Job Summary

AECOM is seeking an

Acquisition Program Manager to join our Air Force Fighter-Bomber program team at Wright-Patterson Air Force Base in

Beavercreek, Ohio . Specifically, this position will support the Fighters and Bombers (AFLCMC/WW) Directorate’s Light Air Support (LAS) program, Foreign Military Sales for the Afghanistan A-29 Project.

The Acquisition PM will apply knowledge and experience in acquisition program management philosophy, policies and procedures to Air Force systems, subsystems, and equipment procurement activities, post award project/program management tasks, and acquisition programs throughout their life cycle. This position predominantly provides acquisition expertise and advice to the Security Assistance Program Manager (SAPM), line managers, and functionals across all phases of the acquisition process and insight into areas relating to acquisition policy, streamlining, management, and lessons learned. The Acquisition PM shall ensure requirements are identified to provide initial support for new acquisitions or modifications of weapon systems until transitioned to sustainment. Position requires application of a broad knowledge of organizational Foreign Military Sales (FMS) programs including acquisition management, program management, contracting principles, budget/finance/cost estimation principles and methodologies, foreign disclosure, test and, configuration management, production and manufacturing, logistics, systems security engineering, and operational support planning. The Acquisition PM will provide subject matter expertise for program management and vital assistance to the IPT Lead and the Government Contracting Officer in executing the contracting effort and facilitating the successful resolution of various program initiatives. This level of expertise is essential in meeting critical program milestones and ensuring the on-time completion of critical program events. The Acquisition PM will support cross-organizational/functional communication gaining stakeholder interest, involvement, and acceptance to complete the mission with geographically located team. The support objective is expert level management that will result in a seamless transition of information and contractual decision-making to achieve program goals.

Additional responsibilities and activities include:

  1. Reviewing and analyzing prime and subcontractor performance, develop pre- and post-award documentation and briefings, perform milestone planning, integrated master schedule analysis, risk analysis and mitigation, tracking, scheduling and staff coordination that require knowledge and use of multiple data systems.

  2. Assisting in production and/or review of business case analyses, trade-off studies, estimates for program office acquisition and logistics requirements, written requirements documents for planned acquisitions, and acquisition strategies and plans.

  3. Performing materiel solution analyses leading up to design reviews; Developing draft documentation and presentation materials as requested or necessitated by programmatic limits based on cost, schedule and performance.

  4. Supporting strategic scheduling and planning documentation such as the Integrated Master Plan (IMP), Integrated Management Program Reports (IMPR) and the Integrated Master Schedule (IMS) and develop and coordinate a reporting framework for event-based activities during the work effort.

  5. Translating user requirements documents such as Memorandum of Requirements (MOR) and Concept of Operations (CONOPS) into Request for Proposal (RFP) documentation. Assisting with Pre-LOA development, statements of objectives (SOO), statements of work (SOW), and reviewing of proposals as assigned by the customer.

  6. Supporting key acquisition events and reviews, such as: System Requirements Reviews (SRR), Preliminary Design Reviews (PDR), Critical Design Reviews (CDR), Test Readiness Reviews (TRR), Technical Coordination Meetings (TCM), Functional Configuration Audits (FCA), Physical Configuration Audits (PCA), and Production Readiness Reviews (PRR).

  7. Assisting in monitoring, reviewing, analyzing and coordination of security assistance issues concerning DoD and non-DoD agencies to ensure compliance with established policies, Letter of Request (LOR)s, and Letters of Offer and Acceptance (LOA), the Foreign Assistance Act, the Arms Export Control Act (AECA), and other relevant legislation.

  8. Supporting the implementation of assigned LOAs in accordance with the AECA, Security Assistance Management Manual (SAMM) as Defense Security Cooperation Agency (DSCA) Manual 5105.38-M and complete assigned projects with no or minimal assistance.

Minimum Requirements

  • Must have a Bachelor's degree in a related field such as Systems Engineering, Management or Logistics.

  • A minimum of fifteen (15) years of experience in acquisition and management of aircraft weapons systems, including:

  • At least five (5) years of experience in a Foreign Military Sales (FMS) environment.

  • Capable of independently providing subject matter expertise to various project/program initiatives to effectively assist the Government in delivery and sustainment of warfighting capabilities in support of FMS Programs.

  • Must be a U.S. citizen.

  • Must have an active Secret clearance.

  • Proficient in the standard Microsoft Office toolset, including MS Project, schedule assessment tools, acquisition strategy planning and documentation, and assessment tools.

  • Possesses an understanding of current Department of Defense (DoD) and Air Force acquisition regulations, guidelines and processes as well as knowledge of development and test activities required to support the war fighter.

  • Position will require frequent CONUS travel and infrequent OCONUS travel.

Preferred Qualifications

  • Masters degree in Procurement and Acquisition Management.

  • Experienced in providing acquisition sustainment support for USAF aircraft and weapons systems.

  • Extensive Foreign Military Sales program experience (e.g. Defense Security Cooperation Agency, Security Assistance Office).
