DCSA—Water

  • With more than 3,200 Water professionals in all major markets throughout the United States and Canada, AECOM’s Water business line leverages nearly a century of local, national and international project experience to provide today’s municipalities, industries and governments with cost-effective solutions to their Water challenges. We deliver our services—from environmental planning studies to detailed design, construction management, and operations and maintenance—to a wide range of public and private sector clients. Our public sector work encompasses everything from small rural communities, to large urban centers, to agencies with regional responsibilities. The Federal Grant Manager will assist with the implementation, compliance, and monitoring of federal regulatory requirements for disaster recovery programs on a client and/or project level. The Federal Grant Manager will have experience with and maintain advanced knowledge of the Code of Federal Regulations and Federal Requirements and federal regulatory documentation such as the Office of Management and Budget (OMB)’s Uniform Guidance 24 CFR, Stafford Act, Davis Bacon, Section 3, or similar requirements.

Job Summary/Responsibilities

  • Develop program policies and procedures as it relates to areas of awarded grants or funding;

  • Perform risk assessments, record maintenance and provide oversight of compliance obligations;

  • Provide clients and/or program management with strategic guidance to maximize program efficiencies and benefits;

  • Provide extensive knowledge of current and future Federal Regulations, including but not limited to implementation of internal controls and compliance review of program data and records;

  • Maintain fluency of all applicable policies and deliver relevant guidance to clients or program management.;

  • Monitor program execution and documentation for compliance with federal regulations;

  • Review and process the reimbursement request of funds as they become available while providing ongoing eligibility determinations;

  • Monitor revenue and expenditures and formulate budgetary projections of allocation;

  • Assist in the development of Scope of Work for project formulation;

  • Deliver advisory and consulting services to clients through training, discussions, and written products;

  • Attend meetings on behalf of the clients for project oversight, provide problem resolution and assist with programmatic duties as assigned;

  • Provide closeout duties to ensure the finalization of grant life cycles are met and in accordance with Federal and State policies and procedures.

Minimum Requirements

  • BA/BS + 2 YORE or demonstrated equivalency of experience and/or education

Preferred Qualifications

  • Master’s degree from an accredited university; relevant advanced degrees and/or certifications are preferred;

  • 5+ years of demonstrated past performance with CDBG, FEMA PA, FEMA HMGP or other relevant program;

  • Advanced level Microsoft Office skills; ability to import, create formulas, pivot tables, export data and run reports in Microsoft Excel; ability to quickly learn new software
