Job Summary
Objective:
Responsible for delivering key commercial management activities with the Programme Management Office for a complex portfolio of capital construction work and industrial operations, valued at circa £400m+.
Key Responsibilities:
Works with the Programme Commercial Manager to ensure consistent implementation of the commercial processes and procedures at the programme level
Prepares and owns the Programme Acquisition Strategy
Prepares and owns the Sub-Contract and Procurement Strategies for all supply chain arrangements to be procured at programme level
Leads the end-to-end procurement of any sub-contracts to be awarded at programme level, including but not limited to:
Preparing sub-contract and procurement strategies for each package
Market engagement
Preparation of high quality pre-qualification and tender stage documents
Managing the evaluation of submissions from the supply chain to ensure fairness and consistency
Preparing award recommendation reports and managing the contract award process
Taking staged supply chain proposals through formal corporate governance for approval throughout the end to end procurement process
Leads the commercial management and administration of any sub-contracts awarded at programme level, including but not limited to:
Cost and value reporting
Effective operation of the early warning process
Variations and compensation events
KPI management
Managing the payment and incentive mechanisms
Leads (as assigned) the mitigation of any assigned risks on the Programme Risk Register
Prepares commercial information for inclusion in the monthly programme report
Works with the Contract Managers (Projects) to prepare and maintain a rolling 12 month look ahead of all procurement activity scheduled across the whole programme. Uses this to coordinate communication with the supply chain via a public website and a procurement schedule

At the discretion of the Programme Commercial Manager, supports specific project tasks and activities if and when the need arises.
Minimum Requirements
Degree qualified (e.g. Quantity Surveying or a relevant Engineering Discipline)
10 years professional experience in a commercial management role (ideally working for a main contractor in a multi-discipline team)
Strong commercial and business acumen
Excellent people and management skills
Ability to quickly pick up new tasks and use own initiative
Good communication skills both written and oral
Experienced in the use of NEC3 PSC and ECC forms of contract
Knowledge of NEC4 updates
Experienced in using CEMAR (or similar) contract management tools
Preferred Qualifications
Due to the nature of the role and the client, it is important that all applications have resided in the UK for at least 5 years. We need all candidates to ideally be Security Cleared (SC) or have no issue in obtaining SC. A prerequisite for SC is that the applicant has lived in the UK for at least the last 5 years.
