Job Summary

AECOM has an exciting opportunity in Afghanistan on the EAGLE contract for a Assistant Project Manager-Transportation . The Manager coordinates/integrates all transportation activities required by the PWS for the 401st AFSB Maintenance and Operational Support Contract and acts as the focal point for the transportation operations supporting those requirements.Manages day to day operational aspects of the Transportation Operations.Designs and executes strategies and plans to meet short-term and long-term shipping and receiving control requirements.Develops and implements metrics to capture performance accomplishments across the program.Tracks PWS goals and objectives for each project and the program.Enforces AC FIRST, AFSBn, and USFOR-A standards of performance and discipline.Instills a safety-first mentality that achieves low accident rates and minimal lost-time injuries.Supports the quality control program by monitoring and reporting on compliance with POPs, SOPs, program/project directives, and work instructions; performance metrics; and customer feedback.Coordinates proper division of workload between activities and sites.Accomplishes all contractual requirements within the allocated operating budget and manages that budget by CLIN and cost code.Prepares and submits CDRLs in accordance with published standards and schedules.

Minimizes program/AC FIRST exposure to risk through planning and analysis.Ensures program/project documents are complete, current, and stored appropriately.Enforces the highest of ethical standards and conduct in accordance with AC FIRST policy.

Functions as the subject matter expert and acts as an advisor to all issues pertaining to retrograde and transportation.

Trains incumbents in the process and procedures for movement of all cargo via air and surface modes to include movement of personnel, US equipment, and supplies.Prepares for un-forecasted surges at any given day in support of the AFSBn.

Conducts site visits to other transportation facilities and provides analysis, assessments, and proposes recommendations for improvement.Provides in-transit visibility of cargo from origin to destination.

Minimum Requirements

  • Active Secret / Tier 3

  • Valid Driver’s license required.

  • Must be Safety Trained Supervisor (STS) certified or obtained within 90 days after arrival in country.

  • High School diploma or equivalent required.

  • 10 years of experience related to transportation management and retrograde systems required.

  • 10 years supervisory experience required.

  • Successful completion of a four (4) year degree can be substituted for two (2) years of experience; eight (8) years of experience can be substituted for a bachelor's degree, if required.

  • Must be able to obtain a Security clearance prior to start date.

  • Must have prior experience with the Joint Operational Planning and Execution System (JOPES).

  • Must have knowledge of the process and procedures for both surface and air movement. c) Knowledge of the AWRDS and TC AIMS systems preferred.

  • Knowledge of the Single Mobility System, GATES, Global Decision Support System (GDSS), RF-ITV, and SDDC Booking Systems.

  • Strong knowledge of the JOPES and ULN process.

  • Strong knowledge of the Defense Transportation Regulations.

  • Must have demonstrated leadership and management skills, including a professional demeanor.

  • Must be able to work effectively with all levels of employees.

  • Must have strong interpersonal and negotiation skills.

  • Must have a collaborative work style that fosters cooperation and teamwork.

  • Must be able to exercise discretion and good judgment, with an ability to understand the effect of decisions overall in the company.

  • Must be able to handle confidential company and employee information with complete discretion.

  • Must be able to prioritize responsibilities in order to handle a demanding workload.

  • Must have strong analytical skills, including the ability to extract, compile and analyze data.

  • Must be able to prepare and deliver PowerPoint presentations.

  • Must be proficient in Word, Excel, Outlook, and related applications. o) Must be detail oriented with a high degree of accuracy.

  • Must be able to anticipate internal client needs.

  • Must be able to communicate in verbal and written English at an advanced level.

  • Ability to perform job duties efficiently and effectively during a 77 hour work week.

  • Must be able to lift 25 lbs. continuously, 50 intermittently.

  • Must be able to work in extreme environmental conditions including dust and high temperatures.

  • Must be able to endure long hours, exposure to weather and hazardous conditions

Preferred Qualifications

  • Familiarity with human resource management practices preferred.

  • Bachelor's degree preferred.

  • Knowledge of the AWRDS and TC AIMS systems preferred.
