Manage team of subject matter experts in the conduct of Electromagnetic Spectrum related engineering functions for the Defense Spectrum Organization (DSO) including: leading DoD Electromagnetic Environmental Effects (E3) Program initiatives; developing and reviewing Spectrum and E3 policy and EMC technical documentation such as MIL-STD-464, MIL-STD-461, MIL-HDBK-235, MIL-HDBK-240; evaluating Defense Acquisition System (DAS) documents to ensure new systems comply with Spectrum and E3 standards; leading the DoD Ordnance E3 Program including Hazards of Electromagnetic Radiation to Ordnance (HERO) program initiatives; and developing and maintaining Spectrum-related databases. Manage customer and contract requirements including leading monthly status meetings; ensuring on-time deliverables and cost control over multiple contract line items; managing subcontractors; managing internal contract, human resources, business, and financial support; and developing weekly/monthly reports of technical, cost, schedule status.
BS Electrical Engineering or related technical field plus a minimum of 10 years of job-related experience of which 5 years should be managing complex contacts or task orders. Equivalent military training and work experience in the Spectrum and E3 disciplines may be considered. Work Experience Field: Spectrum Engineering/Management, E3, Radar, Communications, Ordnance, Testing, Training.
Must be a United States citizen.
Must have an active Secret Clearance
PMP certified. Experience working with DSO or other DoD/Government agency in a Spectrum-related leadership position.
Working knowledge EMS databases including Joint Spectrum Data Repository (JSDR), Spectrum 21, Equipment Location-Certification Information Database (EL-CID), Spectrum Certification System (SCS), Host Nation Spectrum Worldwide Database Online (HNSWDO), and Stepstone. Familiarity with DoD Instructions 4650.01 and 3222.03, MIL-STD-461 and 464, MIL-HDBK-235 and 237.
Database and SharePoint development skills.
