Job Summary

AECOM is seeking a

Functional Resource Support Functions Manager to be based in our Aiken, SC location.

The Consulting Functional Resource Support Functions Manager provides senior technical and operational leadership for all Criticality, Radiological, Risk Management, Safety Analysis, Emergency Management, and Fire Protection Engineering Services to ensure they are managed from resource acquisition, training, qualification and customer engagement perspectives, working closely with regional managers, account managers, other Support Function managers, and customers. The Consulting Functional Resource Support Functions Manager reports to the Consulting Vice President and is responsible for leading and supporting business development opportunity target identification, proposal preparation and review, and stakeholder/influencer relationship leadership, as well as setting aggressive market development and revenue/EBITA goals for this Support Function area, and in conjunction with the other Support Function areas to meet Consulting revenue, EBITA, business growth, and business diversification goals.

Essential Responsibilities:

1) Demonstrates and provides project leadership under the supervision of a senior PM or above.

2) Demonstrates leadership by example with integrity and candor.

3) Consistently demonstrates the ability to proactively identify potential project problems or opportunities, analyze issues using appropriate resources, develop alternatives, and arrive at the optimum approach to mitigate problems or exploit opportunities.

4) Clearly understands scope of work and contract requirements for area of responsibility.

5) Supports contract negotiations with customers.

6) May serve as the proposal manager for medium sized project.

7) Conducts formal presentations to customers and/or management.

8) Ensures establishment of a comprehensive ES&H Plan and Crisis Management Plan, and Ensures Plans are aggressively monitored and requirements are enforced. Actively participates in execution of plans, including emphasizing the plan in new hire orientation. Obtains, manages and maintains STS Certification for required project personnel.

9) Leadership: Exhibits confidence and positive attitude about the project and the Company. Demonstrates strong interpersonal skills. Maximizes full use of company's resources. Clearly understands the R2A2 of each team member. Supports and promotes a diverse work environment. Draws upon Company resources in order to successfully find and implement solutions to project execution issues through delegation. Prepares the next generation of leaders by providing opportunities and through networking and mentoring.

10) Responsible for employee development. Creates/maintains Succession and Employee Development plans. Provides mentoring to an individual(s). Teaches/facilitates one or more of the Company’s training programs.

11) Demonstrates consistency and clear judgment as unexpected problems or opportunities arise. Maintains the Management of Project Risk Plan as a living document and communicates the plan to others.

12) Demonstrates consistent performance on project assignments, including rotational assignments.

13) Demonstrates consistent, effective, and efficient written and oral communication skills at the project level (customer, internal resources, suppliers, subcontractors, consultants, etc.). Maintains consistent communication with management on key project issues, potential customer issues and approach to resolutions, and the project’s vision, with integrity and candor.

14) Demonstrates knowledge of and applies the Administrative Bulletins, Project Execution Procedures, and other company standards. Organizes the work and project team within the parameters of the company’s standards. Ensures quality standards are met in compliance with health, safety, security and environmental codes and standards.

15) Understands and executes the project, employing the Project Execution Plan. Ensures development and adherence to the project Work Breakdown Structure, Organizational Structure, Asset Management, and Workflow Management elements. Expands the Project Execution Plan for subsequent phases and communicates and coordinates the implementation of the enhancements with the project team. Utilizes key Project Team Training modules as part of an effective project kickoff. Establishes, tracks and reports status against key performance indicators or contractual metrics on a routine basis.

16) Demonstrates command of the schedule goals, key milestones, and approach to the work embodied in the schedule. Ensures that a firm scope-based schedule baseline is established and properly resourced. Demonstrates knowledge of the schedule tools, procedures, and work process and manages performance and progress against the plan via accurate forecasts and action plans. Reviews, reports and manages key performance measures defined within the contract and implements needed corrective measures. Consistently meets or improves upon the established financial and schedule goals in their area of responsibility.

17) Demonstrates strong scope control skills, knowledge of the financial goals of the project and what they represent, and knowledge of the Cost Control tools and procedures. Establishes annual operating budgets in cooperation with customer, business manager or group financial department. Manages physical assets deployed to the project and provides for best economic decisions incorporating whole-of-life analysis. Provides accurate monthly forecasts of cost, schedule, and resource utilization.

18) Works with Business Development to increase scope of services on existing contracts. Reviews and supports possible enterprise-level relationships from existing smaller contracts.

19) Understands the Company's Contract rules and can apply their basic principles. Understands and complies with FARs when necessary for government contracts. Monitors and ensures contract compliance.

20) Builds customer confidence and nurtures positive customer relationships with integrity. Consistently advises management concerning customer relations/issues.

21) Supports the project team in negotiations with major suppliers, subcontractors, licensors, consultants, and others.

22) Highly professional, competent and persuasive.

23) Performs all other position related duties as assigned or requested.

Additional information:

  • Due to the nature of the work, candidate must be US Citizen.

  • Position may require the ability to pass and maintain a Security Clearance.

  • Qualified applicants who are offered a position must pass a pre-employment substance abuse test and background.

Minimum Requirements

  • Bachelors degree in Engineering, Construction Management, Project Management, Facility Management or other relevant discipline Or Demonstrated equivalent combination of education, training, and experience.

  • Possess 20+ years engineering, operations/maintenance, M&O, construction, project controls, and/or procurement experience.

  • Has a record of proven performance as Senior Project Manager on previous projects.

  • Capable of performing as the project manager on a medium risk, medium to high complexity project.

  • Capable of successfully performing on a $250 million project/contract.

  • Good oral and written communication skills; working knowledge of word-processing and integrated software applications; organizational skills and ability to perform detail-oriented work are required.

  • Position may require the ability to pass and maintain a Security Clearance.

  • Position may require travel.

  • Due to the nature of the work, candidate must be US Citizen.

Preferred Qualifications

  • Attainment of the Project Management Professional (PMP) certification from the Project Management Institute is recommended.

  • Previous DOE/NNSA/DOD and/or commercial/institutional contract support experience, demonstrated effectiveness in the subject/market area, and experience in service offering expansion.
