Job Summary

Savannah River Remediation, an LLC of AECOM, is seeking an Associate Project Controls Specialist to be based in our Aiken, SC location.

Responsible for assisting or directly organizing, developing, analyzing, and maintaining project control applications required to monitor established objectives, and to prepare status and management reports that identify variances in the work execution strategy along with recommending solutions. Provides management with the required cost and schedule analysis (including recommended corrective actions) to allow management to maintain cost and schedule control throughout the life cycle of the project or work activity

Responsibilities:

  • Assists in developing estimates, budgets, schedules and forecasts and track performance against the established baselines. Advise management of project/work status for problem resolution decision making.

  • Assists in developing project budget estimates and estimate of cost to go. Analyze and report performance parameters, evaluate and advise management on schedule status based on project baselines and actual accomplishments.

  • Assists in the development, implementation, analysis and maintenance of critical path method logic diagrams that require critical path analysis for time and resource management of manpower, equipment or facilities.

  • Ensures reporting, charging and accounting practices are consistent with site and DOE policies and/or procedures.

  • Extracts data from site financial and project control systems and compile information for analysis relevant to project or work activity controls analysis and reporting.

  • Evaluates actual expenditures against the approved cost estimates and if differences are significant, determine and report the cause for the differences. Recommend alternatives to restoring timeline and schedule continuity.

  • Collects and compiles relevant data, perform necessary analysis, and provide performance indicator status on a monthly basis. Generate and distribute routine charts, graphs and statistical data in a timely manner. Develop ad hoc reports and presentations as necessary and as directed.

  • Implements, analyzes and maintains cost and schedule trend program, baseline change program and forecast process.

  • Evaluates and analyzes manpower and budget/funding impacts from varying organization or project changes or modifications.

Minimum Requirements

  • Bachelor's degree in business / construction management / technical / engineering or a related area with 3+ years of related experience in the area of project controls, planning, facility operations, department/facility administration including both cost and schedule control is desirable.

  • An Associate's degree and 7+ years of related experience would be considered equivalent.

  • A high school diploma and 10+ years of related experience would also be considered equivalent.

  • Entry level knowledge and understanding of cost and schedule control at the tactical level is necessary, along with a working knowledge of operations, maintenance, project management, project startup, construction and engineering.

  • Experience or aptitude in computers and computer project planning and controls software is required.

  • An understanding of the capabilities of computerized equipment for storing, compiling, manipulating, and retrieving schedule, materials or financial data is necessary.

  • Knowledge of materials planning, time and cost estimating may be required depending on the area of management controls assigned.

Preferred Qualifications

  • Willingness to work and interface with an Integrated Project Team in a matrixed organization, good communication skills such as the ability to analyze data and develop written variance analysis reports, good computer software skills with P6 and Microsoft products, i.e. Excel, Word, Access, etc. and work assignment flexibility (periodic changes in work week schedule, changing work assignments, etc)

The list below is in order of importance:

  1. Prior Primavera P6 scheduling experience that would require minimal software training. A basic understanding of the purpose for schedule code structures, sequencing of work activities, schedule validations and schedule analysis/corrective actions; and/or:

  2. Prior experience with one or more of the following Cost Engineering responsibilities: project estimate development (i.e. unit rates, functional department quantities, task analysis, etc.), establishing performance measurement baselines, Cobra Cost Processor input/report generation, exhibited EVMS knowledge and usage, and/or:

  3. Prior Savannah River Site Liquid Waste system and process knowledge.
