Job Summary

Serves as a fully capable professional who leads a project management group (circa 15 staff) and is responsible for the delivery of large-scale projects from bidding to execution that are within our budget, to the approved programme and to the Client’s satisfaction. The Project Approver acts as interface between the external Client and our professional team and plays the role as mentor to the project management staff. He or she will from time to time act as a Bid Manger for large scale project opportunities and contribute to the development of the company by supporting the senior management team in the implementation of AECOM’s strategies and profitability.

Job Duties:

Project Responsibilities:

  • Organises own and others work to achieve set deadlines

  • Ensures the delivery and completeness of the project deliverables by assigned teams

  • Find solutions with team members to achieve deadlines and meet programme

  • Work with Senior management to develop specific, standardized procedures to achieve practice requirements and deadlines

  • Participates in scheduled reviews to check project status.

  • Takes accountability for own and subordinates work

  • Collaborates/communicates with AECOM Senior Management, Clients, Contractors and others using skills of persuasion and negotiation to resolve critical issues

  • Communicates with clarity, purpose and accuracy

  • Determines solutions, methods and procedures on assignments to deliver products and services

  • Ensure Project managers advise Building engineering teams of any changes in project delivery timelines and or changes to design deliverables

  • Use their experience to assist with the resolution of any key constructability issues

  • Routinely interacts with clients and contractors’ representatives and others using skills of persuasion and negotiation to resolve critical issues

  • Participates in scheduled fortnightly project reviews of internal and external costs to date, earned value and estimates to completion

  • Report on any findings of mis-conduct by staff members

  • Maintain day to day contact with Project Managers and Assistant Project Managers

  • Develop knowledge of AECOM’s PDS procedures

  • Assist PM and Discipline Leads on occasions where project delivery becomes a challenge (UAE/GDC)

  • Understand the time frame required for AECOM’s QMS system.

  • Attend Client and Design Meetings on a monthly basis

  • Check Safety in Design exercise has been carried out on projects

  • Prepare presentations for Clients, senior management

  • Check construction and design programmes for accuracy and interdependency of predecessors on new activities

  • Confidently present work to colleagues, clients and stakeholders.

  • Ensures through subordinates, that projects are completed on time and meet all requirements of the Design Brief

Managerial Responsibilities:

  • Plan and monitor others work to achieve set deadlines

  • Support and develop junior staff through guidance, mentoring and leadership of their development

  • Oversees an assigned team of Project Managers, Assistant Project Manages and Project Controls staff to ensure that MAP training and PDS are consistently applied across a portfolio of projects

  • Approve travel, expenses and invoicing

  • Oversee Project Managers to ensure project objectives are met, design instructions are implemented and delivery is achieved within the set time and budget fee

  • Resolve difference of opinion between PMs and Building Engineering Leads

  • Lead management meetings and brings ideas and solutions to the table

  • Manage teams annual leave and cover during annual leave

  • Ensure Healthy Starts and Technical Delivery/Project Execution Plans are prepared and presented for each of their projects at commencement

  • Ensure Client Satisfaction surveys are actioned

  • Ensure proper handover of projects between project managers when necessary

  • Provide guidance to junior staff and support junior staff in activities to develop their technical excellence

  • Ensure own and team weekly timesheets are completed

  • Promote teamwork within a multi-disciplinary team (including the GDC), maintaining positive moral and instilling a creative culture within the practice

  • Lead and attend any disciplinary hearings

  • Participate in scheduled reviews to check project deliverables for accuracy, efficiency and thoroughness ensuring delivery is as per Client requirements and Industry standards

  • Make appropriate value judgements with respect to strategic work that supports the performance goals of the practice

  • Take initiatives to develop procedures, presentations, etc. to increase efficiencies, knowledge and awareness across the Building Engineering practice

  • Apply advanced knowledge to facilitate the completion of high quality, cost effective projects

  • Support Building Engineering Lead with operational responsibilities including development and implementing Project Delivery System (PDS) initiatives, management of resources (HR), training initiatives (CPD)

  • Apply advanced knowledge and experience to manage the day-to-day work of practice teams

  • Plan and direct the practice for an operational unit, department, or specialty

  • Resource forecasting and management

  • Manage and produce a range of business reporting activities

  • Interview project management and controls candidates for consideration of recruitment for the purpose of assessing their technical competencies and skills

Commercial Responsibilities:

  • Understands and implements project management principles and able to work within project budgets which includes fees and designing to construction budget

  • Contribute to AECOM’s leadership by representing the company at conferences and events with the aim of promoting the company’s work and philosophy both locally and internationally

  • Ensures the quality of technical and commercial bid documentation is correct and not contradictive.

  • Assist in initial assessment of potential new projects and competitions

  • Build a network of professional relationships with existing and prospective clients

  • Ensure commercially sensitive communication with Clients is reviewed and distributed to the commercial teams

  • Participates in scheduled reviews to check project status and ensure the project is financially healthy, on time and deliverables are being achieved.

  • Ensure project spends are released on a weekly basis and reviewed.

  • Report on any findings of project slippage, financial overspend

  • Leads the preparation of major bids and proposals on the commercial and technical side

  • Actively participate in marketing and business development

General:

  • Delegates effectively and efficiently where appropriate and follows up on delegated tasks up to completion of the task(s)

  • Ensures the latest software / techniques are utilised to increase productivity and training opportunities for staff are made available

Minimum Requirements

  • Minimum 20+ years post undergraduate education

  • Proven related professional experience in a Project or Construction Management Practice

  • Experience of working on large scale projects including site and design management experience

Specific Skills Required:

Project Responsibilities:

  • Ability to fulfil all the above duties and responsibilities.

  • Complete Aecom Bid Model (ABM), Managing AECOM Projects (MAP), ePM/APIC and have a working operational knowledge

  • Good knowledge of timeframes for the design process and construction activities and interdependencies of construction activities.

  • Ability to develop construction and design programmes, understand the dependency on activities and review programmes by others for their accuracy.

  • A good awareness of Autodesk BIM 360 Glue, Navisworks, presentation software and managing projects in a BIM environment

  • Develop skills in the use a variety of software / media and presentation tools

  • Understanding of Safety in Design requirements

  • Outstanding presentation skills (written and verbal)

  • In depth knowledge of and practical experience with a variety of PM market sectors and construction methods

General Skills:

  • Flexibility of attitude towards company objectives

  • Extensive project experience and understanding of the design process and interfaces between design disciplines

  • Must be a team player, have a positive attitude, and be a self-starter

  • Ability to work both independently and as part of a team

  • Ability and motivated to update skills and expertise through continuing professional development (CPD) initiatives

  • Full knowledge of AECOM’s standards, policies, codes and procedures and ability to transmit the same to others

  • Demonstrate knowledge of discipline interfaces, design timeframes, design process

  • Excellent command of English (written and spoken). Knowledge of other languages is an added value.

  • Knowledge of Statutory Authorities requirements, knowledge of local and international codes, regulations and submission requirements

  • Proficiency in MS Word, Excel and MS Project and other Management tools

Managerial Skills:

  • Ability and will to mentor and provide support to junior staff members and spread knowledge across the wider Project Management community within AECOM’s Middle East offices

  • Full understanding of AECOM’s commercial management of projects and instils the importance of financial health and profitability

  • Full understanding of Delegation of Authority matrix and thresholds.

  • Full understanding of Middle East Risk Committee (MERC), RFA, RFPA (WAR) procedures and timelines – ensure early action

  • Full understanding of risk management and ability to communicate the same to others

Preferred Qualifications

  • B.Sc. in Architecture, Engineering or Construction Management

  • FIDIC, NEC or other Construction Contract courses

  • International Accreditation (PMP, APM, CMI or equivalent)
