Job Summary

AECOM has a Strategic Partnership (SP) with South Eastern County Council as sole provider of a range of cost, project and programme management services. The SP started in April 2014 and runs through March 2018, extendable to March 2022. Through the SP, AECOM has 20+ staff co-located with CC staff and CC’s clients’ staff at offices in Winchester and at other sites across Hampshire, the South-East and London.

We are looking for a Framework Manager to join and mange the existing joint AECOM Framework Management Team, primarily to manage the Southern Construction Framework (SCF) in the London and South-East regions, but also to manage other public sector frameworks as necessary.

The role will primarily be based in the Greater London area with weekly visits to Winchester.

Minimum Requirements

The successful candidates should have solid Project Management skills, be conversant with two stage collaborative working and single stage procurement processes and be able to demonstrate an understanding of the philosophy of such arrangements.

As anFramework Manager your responsibilities will include:

  • Manage and Support all framework management activities including Client and Contractor Management;

  • Preparation and distribution of reports on apprenticeships, H&S, cost and time predictability, framework benefits and other best practice activities;

  • Analysis of data to inform reports;

  • Updating of database, using Client/Contractor contacts to keep track of outstanding data;

  • Obtain any outstanding data;

  • Find efficiency in process and help instil best practice in the team;

  • Present the framework to potential Clients promoting its use and the benefits to be had;

  • Issue of all procurement and legal documentation for client review providing framework understanding in advice;

  • Client support in managing the procurement process, offering advice based on market conditions and Client specific needs;

  • Review of Client tender documents;

  • Issuing of tender documents and response to clarifications;

  • Scoring tender returns and facilitating moderation meetings including preparation of tender reports;

  • Checking of financial criteria in the form of a credit check;

  • Checking validity of Contractor Pre Construction Commercial returns against a pre designed matrix;

  • Awarding contractors and providing feedback;

  • Reading and understanding of contracts to assist Client decision making;

  • Attending framework management meetings with contractors to listen, discuss and advise;

  • Minute taking, writing up and distributing;

  • Promote best practice through the collaborative culture of the frameworks including RACI, Risk, Behavioural Facilitation & Value Management workshops;

  • Responding to enquiries of any nature, directing it to the appropriate person/persons;

  • Liaison with all members of the team, all Contractors and Clients;

  • Showing a strong understanding of the council and it’s processes; and

  • Getting involved with Client improvement workshops and training programmes whilst sharing best practice widely throughout the organisation.

Preferred Qualifications

  • Has experience in undertaking similar role before, preferably in public sector environment

  • Understands OJEU

  • To be conversant with the two stage collaborative process

  • Preferably project/programme (Prince2 or MSP Foundation/practitioner level experience)

  • Preferably Membership of professional body ICE, RIBA, RICS, or other, linked to construction

  • An excellent understanding of the project management processes and philosophy underpinning these arrangements to deliver an excellent framework management service

  • Good computer skills with experience of MS Word, MS Excel, MS Outlook, MS Project, databases

  • Excellent communication and presentation skills, able to converse with members, officers, professionals and the like

  • Working within public sector, contractors and suppliers
